AN ACT DECLARING THE TENTH DAY OF ZHUL HIJJA, THE TWELFTH MONTH OF THE ISLAMIC CALENDAR, A NATIONAL HOLIDAY FOR THE OBSERVANCE OF EIDULADHA, FURTHER AMENDING FOR THE PURPOSE SECTION 26, CHAPTER 7, BOOK I OF EXECUTIVE ORDER NO. 292, OTHERWISE KNOWN AS THE ADMINISTRATIVE CODE OF 1987, AS AMENDED.

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 1. The tenth day of Zhul Hijja, the twelfth month of the Islamic Calendar, is hereby declared as a national holiday for the observance of Eidul Adha. Edul Adha is a tenth day in the month of Hajj or Islamic Pilgrimage to Mecca wherein Mulims pay homage to Abraham's supreme act of sacrifice and signifies mankind's obedience to God.

Summary of Republic Act No. 9849

Declaration of Eidul Adha as a National Holiday
- The tenth day of Zhul Hijja, the twelfth month of the Islamic Calendar, is declared as a national holiday for the observance of Eidul Adha. (Section 1)
- Eidul Adha is the tenth day in the month of Hajj or Islamic Pilgrimage to Mecca wherein Muslims pay homage to Abraham's supreme act of sacrifice and signifies mankind's obedience to God. (Section 1)

Amendment to the Administrative Code of 1987
- Section 26, Chapter 7, Book I of Executive Order No. 292, otherwise known as "The Administrative Code of 1987", is amended to include Eidul Adha as a regular holiday. (Section 2)
- The list of regular holidays and nationwide special days is updated to include Eidul Adha as a movable date. (Section 2)
- If a holiday falls on a Wednesday, it will be observed on the Monday of the week. If a holiday falls on a Sunday, it will be observed on the following Monday. (Section 2)
- For movable holidays like Eidul Adha, the President shall issue a specific date to be declared as a non-working day. (Section 2)

Implementation and Supervision
- The implementation of this Act shall be supervised by the Office on Muslim Affairs (OMA), which shall promulgate the rules and regulations pursuant to the provisions of this Act. (Section 3)

Repealing Clause
- All laws, presidential decrees, executive orders, issuances, rules and regulations, and any part thereof regarding national non-working holidays which are inconsistent with the provisions of this Act are hereby repealed or modified accordingly. (Section 4)

Effectivity
- This Act shall take effect fifteen (15) days after its complete publication in the Official Gazette or at least two (2) national newspapers of general circulation. (Section 5)
