Establishment of a Heritage Zone in San Vicente, Ilocos Sur
- A Heritage Zone is established within the Municipality of San Vicente, Ilocos Sur to protect the historical and cultural integrity of the area. (Section 1)

- The Department of Tourism (DOT), in coordination with Ilocos Sur, San Vicente, and NCCA, shall prepare a development plan involving preservation, conservation, restoration, and maintenance of cultural and historical sites and structures for tourism enhancement. (Section 1)
- The NCCA shall approve only methods and materials that adhere to international standards of conservation in undertaking conservation and restoration works, as provided in Section 15 of R.A. 10066. (Section 1)

Municipal Ordinance and Management
- Within one (1) year from the effectivity of this Act, San Vicente shall pass a municipal ordinance to operationalize the management of its Heritage Zone, including the metes and bounds, in accordance with the development plan and R.A. 10066. (Section 1)

Priority Development and Funding
- The preservation, protection, study, and promotion of the cultural and historical integrity of the Heritage Zone shall receive priority development attention, assistance, and funding from the NCCA, its affiliated cultural agencies, the DOT, and its attached agencies. (Section 2)

Implementation Rules and Regulations
- Within sixty (60) days from the effectivity of this Act, the DOT, in coordination with San Vicente, NCCA, and concerned cultural agencies, shall promulgate the necessary rules and regulations for the proper implementation of this Act. (Section 3)

Separability Clause and Repealing Clause
- If any provision of this Act is declared unconstitutional, the remainder shall remain in full force and effect. (Section 4)
- All laws, executive orders, presidential decrees, proclamations, rules, regulations, issuances, and enactments or parts thereof inconsistent with this Act are hereby repealed or modified accordingly. (Section 5)

Effectivity
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation. (Section 6)
