AN ACT ESTABLISHING A MARINE RESEARCH AND BREEDING CENTER IN THE MUNICIPALITY OF BALER, PROVINCE OF AURORA, APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. There is hereby established, under the supervision of the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture, a marine research and breeding center in the Municipality of Baler, Province of Aurora.
Sec. 2. The Bureau of Fisheries and Aquatic Resources of the Deparmentt of Agriculture, in coordination with the Province of Aurora, is hereby authorized to assist in the establishment and maintenance of such facilities and equipment as may be necessary to implement the intents and purposes of this Act. Establishment of a Marine Research and Breeding Center
- A marine research and breeding center is established in the Municipality of Baler, Province of Aurora, under the supervision of the Bureau of Fisheries and Aquatic Resources (BFAR) of the Department of Agriculture. (Section 1)
Responsibilities of BFAR
- BFAR is authorized to assist in establishing and maintaining the necessary facilities and equipment for the center. (Section 2)
- BFAR will provide technical assistance to the center for research, experimentation, breeding, propagation, and distribution of marine species endemic to the waters around Aurora Province. (Section 2)
Research and Experimentation
- The center, with BFAR's technical assistance, shall conduct continuing research and experimentation on the culture and propagation of native marine species, considering local conditions, to improve existing technology and maximize income potential of the fishing industry. (Section 3)
Promotion of Marine Species Culture
- The center, with BFAR's assistance, shall take steps to encourage the culture of marine species native to the province and promote investments in this economic endeavor. (Section 4)
- The center's breeding component shall ensure a steady supply of spawners, fry, and fingerlings to those engaged in this industry by applying the technologies developed by the research component. (Section 4)
Funding
- The Secretary of Agriculture shall include the funding requirements for establishing and operationalizing the center in the Department's program. (Section 5)
- The necessary amount for the center's continued operation and maintenance shall be included in the annual General Appropriations Act. (Section 5)
Effectivity
- The Act shall take effect upon its approval. (Section 6)
