Summary of Republic Act No. 10856Establishment of a Multi-Species Marine Hatchery
- A multi-species marine hatchery shall be established under the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture (BFAR-DA) in the Municipality of Bantayan, Province of Cebu. (Section 1)
- Within two (2) years after construction, the BFAR shall transfer the management of the hatchery to the local government unit through a memorandum of agreement. (Section 2)
- The BFAR shall implement a training and phasing-in program for local government personnel on the management and operation of the hatchery. (Section 2)
Funding and Management
- The Secretary of Agriculture shall include the establishment of the hatchery in the Department's programs, and its funding shall be included in the annual General Appropriations Act. (Section 3)
- The local government unit shall set aside funds from available local revenue to fund the management and operation of the hatchery. (Section 3)
Rules and Regulations
- The Secretary of Agriculture shall issue rules and regulations on the supervision, monitoring, transfer, or withdrawal of the hatchery by the BFAR. (Section 4)
Effectivity
- The Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation. (Section 5)

REPUBLIC ACT No. 10856
AN ACT ESTABLISHING A MULTI-SPECIES MARINE HATCHERY IN THE MUNICIPALITY OF BANTAYAN, PROVINCE OF CEBU AND APPROPRIATING FUNDS THEREFOR
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. There shall be established, under the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture (BFAR-DA), a multi-species marine hatchery in the Municipality of Bantayan, Province of Cebu.
SECTION 2. Within two (2) years after the construction of the multi-species marine hatchery, the BFAR shall, through a memorandum of agreement, transfer its management to the local government unit concerned. It shall implement a training and phasing-in program for local government personnel on the management and operation of the multi-species marine hatchery.
