AN ACT ESTABLISHING A PROVINCIAL FISHERIES AND AQUATIC RESOURCES TRAINING, DEVELOPMENT, AND PRODUCT CENTER IN EACH OF THE PROVINCES OF LEYTE, SOUTHERN LEYTE, BILIRAN, EASTERN SAMAR, SAMAR, AND NORTHERN SAMAR, AND APPROPRIATING FUNDS THEREFOR
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. There shall be established in each of the provinces of Leyte, Southern Leyte, Biliran, Eastern Samar, Samar, and Northern Samar a Provincial Fisheries and Aquatic Resources Training, Development, and Product Center, under the supervision of the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture (BFAR-DA).
The BFAR shall collaborate with, and tap the expertise, resources and facilities of, the state universities and colleges in the aforementioned provinces in the establishment, management and operation of these centers.

Establishment of Provincial Fisheries and Aquatic Resources Centers
- A Provincial Fisheries and Aquatic Resources Training, Development, and Product Center shall be established in each of the provinces of Leyte, Southern Leyte, Biliran, Eastern Samar, Samar, and Northern Samar. (Section 1)
- These centers shall be under the supervision of the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture (BFAR-DA). (Section 1)
- The BFAR shall collaborate with state universities and colleges in the establishment, management, and operation of these centers. (Section 1)
Services and Facilities of the Centers
- Each center shall provide the following services and facilities: (Section 2)
- Applied technology for innovative and sustainable fish breeding and hatchery of high-value marine species. (Section 2a)
- Training activities and technical assistance to provide sustainable development and production support and education to fisherfolk. (Section 2b)
- Technical assistance for sustainable production and environmentally sound postharvest development services. (Section 2c)
- Technical assistance in the establishment, operation, enhancement, and maintenance of government-operated marine sanctuaries, seaweed nurseries, seaweed processing plants, and mariculture park facilities. (Section 2d)
- Catalog, display, and promote local fisheries and aquatic products, and provide marketing and product distribution assistance to fisherfolk. (Section 2e)
- Database of available insurance and credit assistance for fisherfolk, and local and international grants and scholarships for fisheries and aquatic resources studies and research. (Section 2f)
Funding and Support
- The Secretary of Agriculture shall include the establishment of these centers in the Department's programs, and the funding shall be included in the annual General Appropriations Act. (Section 3)
- The local government units concerned shall set aside an appropriate amount from any available local revenue to support the operation of these centers. (Section 3)
Implementation and Effectivity
- The Department of Agriculture, through the BFAR, shall issue rules and regulations necessary to carry out the purposes of this Act. (Section 4)
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation. (Section 5)
