AN ACT ESTABLISHING A SEPARATE CITY SCHOOLS DIVISION OFFICE IN THE CITY OF TALISAY, PROVINCE OF NEGROS OCCIDENTAL, AMENDING FOR THE PURPOSE REPUBLIC ACT NUMBER 8489, ENTITLED "AN ACT CONVERTING THE MUNICIPALITY OF TALISAY, NEGROS OCCIDENTAL, INTO A COMPONENT CITY TO BE KNOWN AS THE CITY OF TALISAY"
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. There shall be incorporated after Section 49(b) of Republic Act No. 8489, a new article to read as follows:
"ARTICLE X
"THE CITY SCHOOLS DIVISION"SEC. 50. Establishment of a Division of City Schools. – There shall be established, under the supervision of the Department of Education, a city schools division office in Talisay City which shall have jurisdiction over the school districts within TalisayCity and shall be headed by a division superintendent who must...

Summary of Republic Act No. 10456
Establishment of a City Schools Division
- A separate City Schools Division Office shall be established in Talisay City, Negros Occidental, under the supervision of the Department of Education. (Section 1)
- The City Schools Division Office shall have jurisdiction over the school districts within Talisay City. (Section 1)
- The City Schools Division Office shall be headed by a division superintendent who must possess the necessary qualifications required by the Department of Education. (Section 1)
- The staff complement for the City Schools Division Office shall also possess the necessary qualifications required by the Department of Education. (Section 1)
- The salaries of supervisors, principals, teachers, and other operational expenses of primary, intermediate high schools, and other public schools in the City shall be borne by the national government. (Section 1)
Appropriations and Implementation
- The Secretary of Education shall immediately include the operationalization of the City Schools Division Office of Talisay City in the Department's program, and its funding shall be included in the annual General Appropriations Act. (Section 3)
- The Secretary of Education shall issue the necessary rules and regulations to carry out the purposes of this Act. (Section 5)
Repealing Clause and Effectivity
- All laws, decrees, executive orders, proclamations, rules, regulations, and issuances or parts thereof which are inconsistent with the provisions of this Act are hereby repealed or amended accordingly. (Section 4)
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation. (Section 6)
