Establishment of Inland Freshwater Fish Hatcheries
- Inland freshwater fish hatcheries shall be established in the Municipalities of Carmen and Braulio E. Dujali, Province of Davao del Norte, under the supervision of the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture (BFAR-DA). (Section 1)
- Prior to establishment, BFAR-DA shall conduct a full-scale feasibility study to comply with the requirements of the Department of Budget and Management. (Section 2)

Transfer of Management to Local Governments
- Within two (2) years after construction, BFAR-DA shall transfer the management of the hatcheries to the local governments of Carmen and Braulio E. Dujali through a memorandum of agreement. (Section 2)
- BFAR-DA shall implement a training and phasing-in program for local government personnel on the management and operation of the hatcheries. (Section 2)

Research and Experimentation
- BFAR-DA shall conduct continuing research and experimentation on the breeding and production of inland freshwater fish species, especially as they apply to local conditions, to discover new methods and technologies that will enhance the fishing industry. (Section 3)

Funding and Appropriations
- The Secretary of Agriculture shall include the feasibility studies and establishment of the hatcheries in the Department's programs, with funding included in the General Appropriations Act. (Section 4)
- The local government units shall set aside funds from any available local revenue for the operationalization of the hatcheries. (Section 4)

Rules and Regulations
- Within sixty (60) days from the effectivity of this Act, the Secretary of Agriculture shall issue rules and regulations on the establishment, supervision, operation, monitoring, and the eventual transfer of the hatcheries to the local governments. (Section 5)

Effectivity
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation. (Section 6)
