AN ACT ESTABLISHING MULTI-SPECIES MARINE HATCHERIES IN SURIGAO CITY AND THE MUNICIPALITY OF DEL CARMEN IN THE PROVINCE OF SURIGAO DEL NORTE AND APPROPRIATING FUNDS THEREFOR
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. There shall be established, under the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture (BFAR-DA), multi-species marine hatcheries in Surigao City and the Municipality of Del Carmen in the Province of Surigao del Norte.
SECTION 2. Within two (2) years after the construction of the multi-species marine hatcheries, the BFAR shall, through a memorandum of agreement, transfer their management to the local government units concerned. It shall implement a training and phasing-in program for local government personnel on the management and operation of the multi-species marine hatcheries.

Establishment of Multi-Species Marine Hatcheries
- Multi-species marine hatcheries shall be established under the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture (BFAR-DA) in Surigao City and the Municipality of Del Carmen in the Province of Surigao del Norte. (Section 1)
- The hatcheries shall be constructed within two (2) years, after which their management shall be transferred to the local government units concerned through a memorandum of agreement. (Section 2)
- The BFAR shall implement a training and phasing-in program for local government personnel on the management and operation of the multi-species marine hatcheries. (Section 2)
Funding and Appropriations
- The Secretary of Agriculture shall include the establishment of the multi-species marine hatcheries in the Department's programs, and the funding shall be included in the annual General Appropriations Act. (Section 3)
- The local government units concerned shall set aside funds from any available local revenue to fund the management and operation of the hatcheries. (Section 3)
Rules and Regulations
- The Secretary of Agriculture shall issue rules and regulations on the supervision and monitoring, and the transfer or withdrawal, by the BFAR of the multi-species marine hatcheries. (Section 4)
Effectivity
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation. (Section 5)
