- The Board of Regents shall be the governing body, composed of various members including the CHED Chairperson, University President, and representatives from government agencies, faculty, students, and alumni. (Section 5)
- The Board shall promulgate and implement policies in accordance with state policies on education, agriculture, science and technology. (Section 6)
- The Board shall have various powers and duties, including enacting rules and regulations, receiving and appropriating funds, importing duty-free books, receiving donations, fixing tuition fees, appointing officials and employees, approving curricula, awarding degrees, establishing branches and centers, and delegating powers. Meetings and Officers
- The Board shall convene at least once every quarter, with provisions for special meetings and quorum requirements. (Section 8)
- The University shall be headed by a President, appointed by the Board, with a term of four years and eligibility for reappointment. (Section 9)

- The Board shall appoint a Secretary and the Treasurer of the Philippines shall be the ex officio Treasurer of the University. (Sections 12 and 13)

- Faculty members shall be exempt from civil service examinations for appointment, but the Board may impose other professional examination requirements. (Section 14)
- The University shall provide a scholarship program and other affirmative action programs to assist poor but deserving students. (Section 15)
- The University shall enjoy academic freedom and institutional autonomy. (Section 16)
Reporting, Asset Transfer, and Appropriations
- The Board shall file an annual report on the progress, conditions, and needs of the University. (Section 17)
- Government bureaus and offices are authorized to loan or transfer apparatus, equipment, supplies, and detail employees for duty in the University. (Section 18)
- All assets, liabilities, and personnel of the Southern Leyte State College of Science and Technology and the Tomas Oppus Normal College shall be transferred to the University. (Section 19)
- Appropriations for the University shall be charged against the current year's appropriations of the two integrated colleges, and thereafter included in the annual General Appropriations Act. (Section 20)
Development Plan and Organizational Structure
- Within 120 days, the University shall submit a five-year development plan, undergo a management audit, and set up its organizational, administrative, and academic structure. (Section 21)
Repealing Clause and Effectivity
- All laws contrary to or inconsistent with this Act are repealed or modified accordingly. (Section 22)
- This Act shall take effect upon its approval. (Section 23)

AN ACT ESTABLISHING THE SOUTHERN LEYTE STATE UNIVERSITY BY INTEGRATING THE SOUTHERN LEYTE STATE COLLEGE OF SCIENCE AND TECHNOLOGY IN THE MUNICIPALITY OF SOGOD AND THE TOMAS OPPUS NORMAL COLLEGE IN THE MUNICIPALITY OF TOMAS OPPUS, BOTH LOCATED IN THE PROVINCE OF SOUTHERN LEYTE, APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. Integration/Establishment. - There is hereby established a state university in the Province of Southern Leyte to be known as the Southern Leyte State University, hereinafter referred to as the University, by integrating the Southern Leyte State College of Science and Technology in the Municipality of Tomas Oppus, both located in the Province of Southern Leyte.
