Validity Period of Permit to Carry Firearms Outside Residence or Place of Business (Section 1)
- A permit to carry firearms outside residence shall be valid for two (2) years from approval date, unless revoked or suspended. (Section 1)
- Applicant must prove actual threat to life by submitting a threat assessment certificate, issued by PNP within 15 days. (Section 1)
- Exempted from threat assessment certificate requirement: (Section 1)
    - Members of the Philippine Bar
    - Certified Public Accountants
    - Accredited Media Practitioners
    - Cashiers, Bank Tellers
    - Priests, Ministers, Rabbi, Imams
    - Physicians and Nurses
    - Engineers
    - High-risk Businessmen
    - Elected incumbent and former officials
    - Active and retired military and law enforcement personnel

Renewal of Licenses and Registration (Section 2)
- Licenses to possess firearms shall be renewed every 5 or 10 years, at licensee's option, reckoned from birthdate. (Section 2)
- Failure to renew license on or before expiration shall cause revocation of license and firearm registration. (Section 2)
- Firearm registration shall be renewed every 5 or 10 years, at licensee's option, reckoned from birthdate. (Section 2)
- Failure to renew firearm registration on or before expiration shall cause revocation of firearm license and confiscation/forfeiture of firearm. (Section 2)
- Failure to renew license or registration within periods on two occasions shall cause perpetual disqualification from applying for firearm license. (Section 2)
- Renewal application may be submitted within 6 months before expiration. (Section 2)

Implementing Rules and Regulations (Section 3)
- PNP Chief shall formulate implementing rules and regulations within 90 days from effectivity of the Act. (Section 3)
- Non-issuance of implementing rules shall not prevent implementation upon effectivity. (Section 3)

Separability Clause (Section 4)
- If any part is declared invalid or unconstitutional, remaining provisions shall remain valid and subsisting. (Section 4)

Repealing Clause (Section 5)
- All inconsistent laws, decrees, ordinances, rules, regulations, and issuances are repealed or modified accordingly. (Section 5)

Effectivity (Section 6)
- The Act shall take effect 15 days after complete publication in the Official Gazette or a newspaper of general circulation. (Section 6)

May 6, 2022 REPUBLIC ACT NO. 11766 AN ACT FIXING THE VALIDITY PERIOD OF THE LICENSE TO OWN AND POSSESS, REGISTRATION, AND PERMIT TO CARRY FIREARMS OUTSIDE OF RESIDENCE OR PLACE OF BUSINESS, AMENDING FOR THE PURPOSE SECTIONS 7 AND 19 OF REPUBLIC ACT NO. 10591, OTHERWISE KNOWN AS THE "COMPREHENSIVE FIREARMS AND AMMUNITION REGULATION ACT" SECTION 1. Section 7 of Republic Act No. 10591 is hereby amended to read as follows: "SEC. 7. Carrying of Firearms Outside of Residence or Place of Business. — A permit to carry firearms outside of residence shall be issued by the Chief of the PNP or the duly authorized representative to any qualified person whose life is under actual threat or is in imminent danger due to the nature of the person's profession, occupation or business: Provided, That such permit shall be valid for two (2) years from the date of the approval of the application, unless sooner revoked or suspended.
