AN ACT FURTHER AMENDING CERTAIN SECTIONS AND TERMS USED IN PRESIDENTIAL DECREE NO. 1177, AS AMENDED, IN ORDER TO INSTITUTE A MODIFIED PERFORMANCE BUDGET SYSTEM
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled::
Section 1. Section 13 of P.D. 1177 is hereby amended to read as follows:
"Sec. 13. Submission of the Budget. — The President shall, in accordance with Section 22, Article VII of the Constitution, submit to the Congress within thirty (30) days from the opening of every regular session, as the basis of the General Appropriations Bill, a budget of expenditures and sources of financing, including receipts from existing and proposed revenue measures. Summary of Republic Act No. 6670
Submission of the Budget
- The President shall submit to Congress within 30 days from the opening of every regular session: (Section 1)
    - A budget of expenditures and sources of financing, including receipts from existing and proposed revenue measures.
    - Additional appropriations proposals may be submitted.
    - Continuing appropriations may be enacted for public works, highways, and other infrastructure projects that require more than one year for construction.
- The President may transmit proposed supplemental or deficiency appropriations as necessary.
Appropriations for Personal Services
- Appropriations for personal services shall be included in the amount specified for each budgetary program and project of each agency, and shall be itemized. (Section 2)
    - The itemization of personal services shall be prepared by the Secretary for the President's approval.
    - The itemization shall be prepared for all agencies down to the division chief level, and for the Armed Forces and National Police down to the rank of second lieutenant, except as approved by the President for national security matters.
    - Appropriations for casual/temporary employees shall be in lump-sum based on the number of man-hours to be rendered.
Infrastructure and Other Bills
- Public works, highways, and other bills requiring appropriations may be filed at any time during the sessions of Congress and shall be considered upon being reported out by the corresponding Committees. (Section 4)
Content of the General Appropriations Act
- The General Appropriations Act shall be presented in the form of budgetary programs and projects for each agency, with the corresponding appropriations for each program and project, including statutory provisions. (Section 6)
    - The General Appropriations Act shall contain an itemization of personal services prepared by the Secretary before enactment.
Definitions
- "Ministry of the Budget" shall read "Department of the Budget and Management". (Section 7)
    - "Minister of Budget" shall read "Secretary of the Department of Budget and Management".
    - "National Assembly" and "Batasan" shall read "Congress".
    - "Ministry" and "Ministries" shall read "Department" and "Departments", respectively.
    - "Minister" shall read "Secretary".
Repeals and Supersession
- All laws, decrees, executive orders, and letters of instruction inconsistent with this Act and the Constitution are repealed, superseded, and/or modified. (Section 8)
Effectivity
- This Act shall take effect upon its approval. (Section 9)
