- PAGCOR is granted a 25-year franchise, renewable for another 25 years, to operate and license gambling casinos, gaming clubs, and other similar recreation or amusement places, gaming pools (e.g., basketball, football, bingo), except jai-alai, within the Philippines.
- PAGCOR must obtain consent from the local government unit for its operations.
- Slot machines and other gambling paraphernalia are not allowed in establishments open to the public, unless the site is a three-star hotel or resort accredited by the Department of Tourism and authorized by PAGCOR and the local government unit.
Limitations on PAGCOR's Authority (Section 10):
- PAGCOR's authority to authorize, license, and regulate games of chance, games of cards, and games of numbers does not extend to:
1. Games authorized, licensed, and regulated by existing franchises or other regulatory bodies (Section 10).
2. Games authorized, licensed, and regulated by special laws like Republic Act No. 7922 (Section 10).
3. Games like cockfighting, authorized, licensed, and regulated by local government units (Section 10).
Corporate Powers (Section 3(h)):
- PAGCOR can enter into and perform contracts of any kind necessary for its business, including investment agreements, joint venture agreements, management agreements, agency agreements, and manpower supply agreements.
Repealing Clause (Section 2):
- All laws, decrees, executive orders, proclamations, rules, regulations, and other issuances inconsistent with this Act are repealed, amended, or modified.
Effectivity Clause (Section 3):
- This Act takes effect 15 days after its publication in at least two newspapers of general circulation in the Philippines, upon the initiative of the grantee.

AN ACT FURTHER AMENDING PRESIDENTIAL DECREE NO. 1869, OTHERWISE KNOWN AS PAGCOR CHARTER
Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:
SECTION 1. The Philippine Amusement and Gaming Corporation VAGCOR) franchise granted under Presidential Decree No. 1869, otherwise known as the PAGCOR Charter, is hereby further amended to read as follows:
(1) Section 10, Nature and Term of Franchise, is hereby amended to read as follows:
"SEC. 10. Nature and Term of Franchise. - Subject to the terms and conditions established in this Decree, the Corporation is hereby granted from the expiration of its original term on July 11, 2008, another period of twenty-five (25) years, renewable for another twenty-five (25) years, the rights, privileges and authority to operate and license gambling casinos,...
