Life Pension and Franking Privilege for Former Presidents of the Philippines

- Every former President of the Philippines is entitled to a life pension, tax-free, of 40,000 pesos annually, subject to the following conditions: (Section 1)
    - The President was not removed by impeachment.
    - The President has not been elected to any national office or accepted any position of trust or responsibility in the national government to which the law attaches any salary or remuneration.
    - The pension starts from the month following the date the President ceased to be President or from the month following the approval of this Act, whichever is later.

- All mail matters of the former President, addressed for delivery within the Philippines, shall be received, transmitted, and delivered in the mails of the Philippines free of postage, subject to the following conditions: (Section 2)
    - The envelope or wrapper of such mail matter bears the name of the former President on the left-hand corner.
    - This privilege shall cease the moment the former President announces candidacy for any national office.
    - Any person who violates this provision shall be punished by a fine of not more than 500 pesos.

- Funds necessary to carry out the purposes of this Act shall be appropriated annually from the National Treasury. (Section 3)

- This Act took effect upon its approval on June 17, 1967. (Section 4)

REPUBLIC ACT No. 5059 AN ACT GRANTING LIFE PENSION AND FRANKING PRIVILEGE TO FORMER PRESIDENTS OF THE PHILIPPINES. Section 1. Every former President of the Philippines shall be entitled to a life pension, tax-free, of forty thousand pesos annually beginning with the month following the date he ceased to be President of the Philippines or from the month following the approval of this Act, whichever is the later date: Provided, That said President was not removed by impeachment: Provided, further, That he has not been elected to any national office or accepted any position of trust or responsibility in the national government to which the law attaches any salary or remuneration.
