REPUBLIC ACT NO. 4680 June 18, 1966
AN ACT GRANTING PHILIPPINE SUGAR INSTITUTE A PERMIT TO CONSTRUCT, MAINTAIN AND OPERATE PRIVATE FIXED POINT-TO-POINT, LAND-BASED, AND LAND MOBILE, AERONAUTICAL AND COASTAL RADIO STATIONS FOR THE RECEPTION AND TRANSMISSION OF RADIO COMMUNICATIONS WITHIN THE PHILIPPINES.
Sec. 1. There is hereby granted to the Philippine Sugar Institute, its successors or assigns, a permit to construct, maintain and operate in the Philippines, at such places as the said company may select, subject to the approval of the Secretary of Public Works and Communications, such private fixed point-to-point, land-based, and land mobile, aeronautical and coastal radio stations for the reception and transmission of wireless messages on radiotelegraphy or radiotelephony, each station to consist of two radio apparatus comprising of a receiving and transmitting radio apparatus.

Granting of Permit to Philippine Sugar Institute (Sec. 1):
- Construct, maintain and operate private fixed point-to-point, land-based, land mobile, aeronautical and coastal radio stations in the Philippines.
- Each station to consist of two radio apparatus for receiving and transmitting wireless messages on radiotelegraphy or radiotelephony.
- Subject to approval of Secretary of Public Works and Communications for location.
Location on Public Domain (Sec. 2):
- President has power to permit location of stations on public domain upon prescribed terms.
Permit Duration and Conditions (Sec. 3):
- Permit valid for 25 years.
- Construction of at least one station must begin within 1.5 years from Act approval.
- Completion within 2 years from allocation of frequencies by Secretary.
Limitation on Domestic Business (Sec. 4):
- Grantee cannot engage in domestic telecommunications business without further Congressional assent.
- Purpose is to secure right to operate private stations for Institute's interests.
Government Control in Emergencies (Sec. 5):
- President reserves right to close stations or authorize temporary government use during war, insurrection, public peril, emergency, calamity, or disturbance of peace and order.
- Just compensation to be paid.
No Fees for Communications (Sec. 6):
- No fees to be charged by grantee as stations shall engage in communications regarding grantee's business only.
Non-Interference and Liability (Sec. 7, 8):
- Stations must not interfere with other radio stations in Philippines.
- Grantee to hold government harmless from claims arising out of accidents or injuries caused by station construction or operation.
Transfer and Assignment Restrictions (Sec. 9):
- Grantee cannot lease, transfer, grant usufruct, sell or assign permit without Congressional approval.
- Any entity to which permit is transferred shall be subject to Philippine corporation laws and all permit conditions.
Authorized Frequencies (Sec. 10):
- Grantee authorized to operate stations in medium, high, and very high frequencies assigned by licensing authority.
Amendment and Non-Exclusivity (Sec. 11):
- Permit subject to amendment, alteration or repeal by Congress when public interest requires.
- Not an exclusive grant of privileges.
Effectivity (Sec. 12):
- Act takes effect upon approval on June 18, 1966.
