Conditions and Requirements
- The grantee shall provide adequate public service time to enable the government to reach the population on important public issues, assist in public information and education, conform to ethics of honest enterprise, and not use stations for broadcasting obscene or indecent language, disseminating false information, or inciting subversion or treasonable acts. (Section 1)
- The grantee shall file a bond of 20,000 pesos to guarantee compliance with the conditions of the permit. (Section 2)
- If any competing entity receives more favorable terms from Congress, those terms shall automatically apply to the grantee as well. (Section 3)
- The grantee shall hold the government harmless from claims arising out of accidents or injuries caused by the construction or operation of its radio stations. (Section 4)
- The grantee shall pay taxes on its real estate, buildings, and personal property, as well as other taxes under the National Internal Revenue Code. (Section 5)
Government Rights and Powers
- If the government desires to maintain and operate any of the grantee's stations, the grantee shall turn over said station(s) to the government at cost, less reasonable depreciation. (Section 6)
- The President has the right, in times of war, rebellion, public peril, emergency, calamity, disaster, or disturbance of peace or order, to cause the closing of the stations or authorize temporary use and operation by any government department without compensating the grantee. (Section 7)
- The grantee shall not require previous censorship of any speech, play, act, or scene to be broadcasted, but may cut off from the air any content that proposes or incites treason, rebellion, sedition, or is indecent or immoral. (Section 8)
Transfer and Amendment of Permit
- The grantee shall not lease, transfer, grant usufruct, sell, assign, or merge the permit or rights acquired thereunder without the approval of the Congress of the Philippines. Any entity to which the permit is transferred shall be subject to all conditions, terms, restrictions, and limitations of the permit. (Section 9)
- The permit granted under this Act shall be subject to amendment, alteration, or repeal by the Congress of the Philippines when the public interest so requires, and shall not be interpreted as an exclusive grant of the privilege. (Section 10)
Effectivity
- The Act shall take effect upon its approval. (Section 11)

REPUBLIC ACT No. 3001
AN ACT GRANTING THE ALLIED BROADCASTING CENTER PERMIT TO CONSTRUCT, MAINTAIN AND OPERATE RADIO BROADCASTING STATIONS IN THE PHILIPPINES.
Section 1. Subject to the provisions of the Constitution, the Allied Broadcasting Center is hereby granted a permit, which shall continue in force during the time that the Government has not established similar service at the places selected by the grantee, to construct, maintain and operate, for commercial purposes and in the public interest, radio broadcasting stations in the Philippines: Provided, That the permit shall be void unless the construction of at least one radio broadcasting station begun within two years from the date of approval of this Act, and be completed within four years from said date: Provided, further, That the grantee shall provide adequate public service time to enable the Government through the said radio broadcasting stations to reach the population on important public issue, shall assist on the function of public information and education; shall conform to the ethics of honest enterprise and shall not use its stations for...
