AN ACT INSTITUTIONALIZING THE CONDUCT OF THE PALARONG PAMBANSA AND APPROPRIATING FUNDS THEREFOR
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
ARTICLE I
GENERAL PROVISIONSSection 1. Short Title. – This Act shall be known as the "Palarong Pambansa Act of 2013″.
Section 2. Declaration of Policy. – It is the policy of the State to promote physical education and encourage sports programs, league competitions and amateur sports, including training for international competitions, to foster self-discipline, teamwork and excellence for the development of a healthy and alert citizenry through the institutionalization of the Palarong Pambansa as the country’s premier national sporting event.
Hence, it shall be a declared policy of the State to support programs that will improve and promote the Palarong Pambansa as the primary avenue for providing in-school sports opportunities to improve...

Summary of the Palarong Pambansa Act of 2013
General Provisions:
- Declares the policy of promoting physical education, sports programs, and amateur sports through the institutionalization of the Palarong Pambansa as the country's premier national sporting event. (Section 2)
- Objectives include institutionalizing the Palarong Pambansa, improving the DepED's national school sports program, and encouraging LGUs to promote the event. (Section 3)
Administration and Management of the Palarong Pambansa:
- Creates the Palarong Pambansa Board as the lead policy-making and coordinating body, attached to the DepED. (Section 4)
- The Board has 10 members, including the DepED Secretary as Chairperson, DepED Undersecretaries and Assistant Secretaries, the PSC Chairman, and the DILG Secretary. (Section 5)
- Functions and duties of the Board include formulating policies and guidelines, reviewing and updating rules and regulations, developing programs and policies to promote the Palarong Pambansa, providing incentives and rewards, accrediting athletes, coaches, and chaperones, creating task forces, allocating funds, selecting host LGUs, setting dates, identifying sports events, appointing a Secretary General, entering into contracts, conducting inventory of sports facilities, formulating guidelines for students with disabilities, assessing the conduct of the Palarong Pambansa, and exercising other necessary acts. (Section 6)
- The Secretary General is appointed by the Board from among the DepED members and manages the Secretariat. (Section 7)
- DepED Regional Offices organize Regional Athletics Associations to supervise regional meets and organize regional delegations. (Section 8)
Hosting of the Palarong Pambansa:
- Hosting is determined by bidding and rotation among Luzon, Visayas, and Mindanao clusters. (Section 9)
- Two adjoining LGUs may host if one lacks sufficient venues and facilities. (Section 9)
- The Board formulates criteria for selecting the host LGU, considering existing sports facilities, capacity, security, and the opportunity for the LGU to promote itself. (Section 10)
Promotion of the Palarong Pambansa:
- The Board provides incentives to the host LGU and participating schools. (Section 11)
- The Palarong Pambansa Communications Group is created to formulate marketing and communications plans, ensure media coverage, and enter into sponsorship, merchandising, and royalty agreements. (Section 12)
Eligibility and Accreditation:
- The National Screening and Accreditation Committee (NSAC) evaluates and verifies documents, accredits qualified athletes, coaches, and chaperones, and submits a masterlist to the Board. (Section 13)
- The NSAC is composed of representatives from the DepED Legal Division, government physicians and dentists, and authorized representatives from each Regional Athletics Association. (Section 14)
- The Board issues guidelines on addressing protests and appeals on eligibility or disqualification, which must be resolved within 30 days. (Section 15)
Sports Events and Standards:
- Official sports events for elementary and secondary divisions are listed, including athletics, badminton, baseball, basketball, chess, football, gymnastics, sepak takraw, softball, swimming, table tennis, taekwondo, tennis, volleyball, arnis, archery, billiards, boxing, futsal, wrestling, and wushu. (Section 16)
- Appropriate sports events shall be organized for students with disabilities. (Section 16)
- The Board reviews rules and regulations, conducts inventory of sports facilities, venues, and equipment, and ensures compliance with international standards in consultation with National Sports Associations. (Section 17)
Duties and Responsibilities:
- The Philippine Sports Commission (PSC) provides manpower, technical resources, facilities, training programs for outstanding athletes, technical support for training teachers, coaches, and officials, and other duties assigned by the Board. (Section 18)
- The Department of the Interior and Local Government (DILG) directs the Philippine National Police to prepare a security plan, appoints a representative to the local Board, directs LGUs to coordinate and support the Board's plans, and performs other duties assigned by the Board. (Section 19)
Final Provisions:
- Appropriations for the initial implementation are from the current budget for the Palarong Pambansa under the DepED, and subsequent funding shall be included in the DepED's annual budget. (Section 20)
- The DepED, with concerned agencies, shall prepare and promulgate the Implementing Rules and Regulations within 90 days after approval of the Act. (Section 21)
- A separability clause, repealing clause, and effectivity clause are included. (Sections 22-24)
