REPUBLIC ACT No. 10153
AN ACT PROVIDING FOR THE SYNCHRONIZATION OF THE ELECTIONS IN THE AUTONOMOUS REGION IN MUSLIM MINDANAO (ARMM) WITH THE NATIONAL AND LOCAL ELECTIONS, AND FOR OTHER PURPOSES
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. Declaration of Policy. - In accordance with the intent and mandate of the Constitution and Republic Act No. 7166, entitled: "An Act Providing for Synchronized National and Local Elections and for Electoral Reforms, Authorizing Appropriations Therefor, and for Other Purposes", it is hereby declared the policy of the State to synchronize national and local elections. Pursuant thereto, the elections in the Autonomous Region in Muslim Mindanao (ARMM) is hereby synchronized with the national and local elections as hereinafter provided.

Synchronization of ARMM Elections with National and Local Elections
- Declares the policy to synchronize national, local, and ARMM elections. (Section 1)
- Regular elections for ARMM Regional Governor, Vice Governor, and Legislative Assembly shall be held on the second Monday of May 2013, and every three years thereafter. (Section 2)
Appointment of Officers-in-Charge
- The President shall appoint officers-in-charge for the ARMM Regional Governor, Vice Governor, and Legislative Assembly positions until the elected officials assume office in 2013. (Section 3)
- A screening committee appointed by the President shall recommend the officers-in-charge, in consultation with the House Speaker and Senate President. (Section 4)
- Officers-in-charge must meet the qualifications for the respective ARMM positions as provided in Republic Act No. 6734 (ARMM Organic Act) as amended by Republic Act No. 9054. (Section 5)
Review of ARMM Organic Act
- The appointed ARMM Legislative Assembly shall conduct a study and review of Republic Act No. 9054 (ARMM Organic Act) and submit recommendations to Congress within six months of assumption into office. (Section 6)
Other Provisions
- Separability Clause: If any part of the Act is held invalid, the remaining provisions shall remain in force. (Section 7)
- Repealing Clause: Republic Act No. 9333 is repealed, and all other inconsistent laws, decrees, orders, rules, and regulations are repealed, amended, or modified accordingly. (Section 8)
- Effectivity Clause: The Act shall take effect immediately upon publication in two newspapers of general circulation. (Section 9)
