- Practice of Metallurgical Engineering: Rendering services in specialized branches of metallurgy for a fee or compensation.
- Metallurgical Engineering: The profession embracing scientific, engineering, environmental, and economic aspects of mineral processing, extractive metallurgy, adaptive and physical metallurgy, and fuel technology.
- Metallurgical Plant: Any facility involved in mineral preparation, metal extraction, and metal adaptation processes.
- Metallurgical Engineer: A person holding a valid certificate of registration and professional identification card issued by the Board and the Commission.

Scope of Practice (Section 5): Metallurgical engineering services include consultation, design, management, supervision, operation, auditing, teaching, investigation, testing, training, research and development, environmental studies, and other related work.

Creation of Professional Regulatory Board (Sections 6-13):
- A Professional Regulatory Board of Metallurgical Engineering is created under the Professional Regulation Commission.
- The Board shall have powers and duties related to supervision, examination, registration, issuance of certificates and permits, investigation, and regulation of the profession.
- Qualifications, term of office, compensation, and grounds for removal of Board members are specified.
- The Board shall submit an annual report to the Commission.

Licensure Examination and Registration (Sections 14-30):
- Applicants must pass a licensure examination, with exceptions for certain qualifications (Sections 14-21).
- Qualifications for applicants as metallurgical engineers and metallurgical plant foremen are specified (Sections 17, 22).
- Provisions for issuance, refusal, revocation, suspension, and reissuance of certificates of registration, professional identification cards, and temporary/special permits (Sections 23-30).

Practice of Metallurgical Engineering (Sections 31-38):
