- Judicial notices, public bidding advertisements, auction sale notices, and similar announcements required by law to be published in newspapers must be published in newspapers published, edited, and printed in the same city/province where the requirement of general circulation applies. (Section 1)
- If no newspapers are published in the locality, the notices may be published in the nearest city/province. (Section 1)
- Newspapers must have been regularly published for at least 5 years before the date of publication to qualify for publishing the notices. (Section 1)
Distribution of Notices to Qualified Newspapers
- The court clerk, sheriff, or official in charge must designate a regular working day and time each week for distributing notices to qualified newspapers by lot. (Section 2)
- If circumstances require a different day, the official must notify the editors and publishers at least 3 days in advance. (Section 2)
Publication Rates
- Newspapers cannot charge more than ₱3.00 per column inch or less than ₱2.50 per column inch for publishing the notices. (Section 3)
Penalties
- Violation of this Act is punishable by a fine not exceeding ₱1,000 or imprisonment for not more than 1 year, or both. (Section 4)
Repealing Clause and Effectivity
- All other Acts, rules, and regulations inconsistent with this Act are repealed. (Section 5)
- This Act took effect upon its approval on June 19, 1965. (Section 6)

REPUBLIC ACT No. 4569
AN ACT REGULATING THE PUBLICATION OF JUDICIAL NOTICES, ADVERTISEMENTS OF PUBLIC BIDDINGS, NOTICES OF AUCTION SALES AND OTHER SIMILAR NOTICES.
Section 1. All judicial notices, advertisements for public biddings, notices of auction sales and other similar notices or announcements required by law to be published in newspapers of general circulation in particular provinces and/or cities shall be published in newspapers or publication published, edited and printed in the same city and/or province where the requirement of general circulation applies: Provided, That in the event there are no newspapers published in the locality, the same may be published in the newspapers published and edited in the nearest city or province: Provided, further, That no newspaper which has not been regularly published for at least five years before the date of publication of the notices or announcements which may be assigned to it shall be qualified to publish the said notices.
