ORTEGA AVENUE Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled: Section 1. Pennsylvania Avenue, a secondary national road situated in the City of San Fernando, Province of La Union is hereby renamed as Governor Joaquin L. Ortega Avenue. Sec. 2.
