Separation and Conversion into a National High School
- The Sto. Tomas National High School - La Libertad Annex in Barangay La Libertad, Municipality of Sto. Tomas, Province of Davao del Norte is separated from the Sto. Tomas National High School and converted into an independent national high school to be known as La Libertad National High School. (Section 1)

Transfer of Assets and Liabilities
- All personnel, assets, liabilities, and records of the Sto. Tomas National High School - La Libertad Annex are transferred to and absorbed by the La Libertad National High School. (Section 2)

Appropriations
- The Secretary of Education shall immediately include the operationalization of the La Libertad National High School in the Department's program. (Section 3)
- The initial funding shall be charged against the current year's appropriations of the Sto. Tomas National High School - La Libertad Annex. (Section 3)
- Thereafter, the amount necessary for the continued operation of the school shall be included in the annual General Appropriations Act. (Section 3)

Implementation
- The Secretary of Education shall issue rules and regulations necessary to carry out the purpose of this Act. (Section 4)

Effectivity
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette. (Section 5)
