Separation and Conversion of Tenement Elementary School Annex
- The Tenement Elementary School Annex in Barangay Western Bicutan, Taguig, Metro Manila is separated from the Tenement Elementary School and converted into an independent elementary school. (Section 1)
- The new school shall be known as the Kapitan Eddie T. Reyes Memorial Elementary School. (Section 1)

Issuance of Rules and Regulations
- The Department of Education, Culture and Sports shall issue necessary rules and regulations to carry out the provisions of this Act. (Section 2)

Transfer of Assets, Records, Personnel, and Liabilities
- All assets, immovable and movable, records and personnel of the Tenement Elementary School Annex, as well as their liabilities and obligations, are retained with the newly created independent elementary school (Kapitan Eddie T. Reyes Memorial School). (Section 3)
- The positions, rights, and security of tenure of the personnel employed under existing laws shall not be impaired. (Section 3)

Appropriation and Funding
- The amount necessary for the implementation of this Act shall be charged against the current year's appropriations of the Tenement Elementary School Annex. (Section 4)
- Thereafter, the necessary sums for the operation and maintenance of the Kapitan Eddie T. Reyes Memorial School shall be included in the annual General Appropriations Act. (Section 4)

Effectivity
- This Act shall take effect upon its approval. (Section 5)
