AN ACT TO AMEND AND REPEAL CERTAIN SECTIONS OF REPUBLIC ACT NUMBERED FIVE HUNDRED THIRTY-SEVEN, OTHERWISE KNOWN AS THE REVISED CHARTER OF QUEZON CITY.
Section 1. Section three of Republic Act Numbered Five hundred thirty-seven is amended to read as follows:
"Sec. 3. Boundaries. - The boundaries and limits of the territory of said city, containing the total area of fifteen thousand one hundred six hectares, more or less, are established and prescribed as follows: Beginning at a point marked "1", which is the northwestern corner of the boundary of Quezon City, thence due north 660.00 m. to point "2"; thence N. 43º 30' E., 3,680.00 m. to point "3"; thence N. 18º 00' W., 3,200.00 m. to point "4"; thence N. 45º 00' E., 4,100.00 m. to point "5"; thence due east 4,200.00 m. to point "6"; thence following the N. boundary line of the Novaliches watershed reservation to point "7", which is identical to Capital City boundary monument No. 19; thence S. 9º 36' W., 4,401.60 meters...

AN ACT TO AMEND AND REPEAL CERTAIN SECTIONS OF REPUBLIC ACT NUMBERED FIVE HUNDRED THIRTY-SEVEN
Republic Act No. 1575
This law amends and repeals certain sections of Republic Act No. 537, the Revised Charter of Quezon City.
Boundaries and Territory (Section 1):
- Defines the boundaries and total area (15,106 hectares) of Quezon City.
Appointment and Compensation of Mayor and Vice Mayor (Sections 2, 8, 9):
- The Mayor is the chief executive, appointed by the President with consent of the Commission on Appointments.
- Salary: ₱10,000 per annum, with possible ₱3,000 commutable quarters allowance.
- The Vice Mayor is a member of the City Council, appointed by the President with consent of the Commission on Appointments.
- Salary: ₱6,600 per annum.
- The Vice Mayor acts as Mayor in the latter's absence or disability.
Appointment of Officials and Employees (Sections 3, 10(r), 19):
- The Mayor appoints all officials and employees except those appointed by the President, subject to the Civil Service Law. (Section 3)
- The Mayor can conduct administrative investigations of city police, except cases covered by Republic Act No. 557. (Section 10(r))
- The President appoints the city health officer, city engineer, chief of police, city treasurer, city assessor, city attorney and assistants, chief of fire department, judges of municipal court, and city superintendent of schools, with consent of the Commission on Appointments. (Section 19)
City Council (Sections 5, 6, 11, 12(a), 14):
- Composed of the Mayor, Vice Mayor, and 8 appointed councilors with a salary of ₱4,800 per annum each. (Section 5)
- Holds regular meetings twice a week and special meetings called by the Mayor. (Section 11)
- Makes appropriations for city expenses and establishes salaries of city officers and employees. (Section 6)
- Approves subdivision plans and regulates residential estate subdivisions. (Section 14)
City Secretary (Section 15):
- Appointed by the President with consent of the Commission on Appointments.
- Salary: ₱7,200 per annum.
Bureau of Public Schools (Section 22):
- The city superintendent of schools has powers and duties of a division superintendent.
- Clerical staff and assistants are appointed by the City Mayor under the Civil Service Law.
- The City Council provides additional compensation to the city superintendent of schools to match the salary of a city department head.
City Engineer (Section 24):
- Salary: ₱9,000 per annum.
City Treasurer (Sections 9, 27(g)):
- Salary: Not exceeding ₱9,000 per annum.
- Manages city funds and acts as chief fiscal officer.
- Can make disbursements up to 150% of actual collections, with exceptions for emergencies.
City Attorney and Assistants (Sections 28, 29):
- The city attorney is the chief legal adviser.
- Salaries: City Attorney - ₱9,000 per annum, First Assistant - up to ₱7,200 per annum, Second Assistant - up to ₱5,400 per annum, Two Third Assistants - up to ₱5,400 per annum each, Five Fourth Assistants - up to ₱4,800 per annum each.
Municipal Court (Sections 30, 31):
- Three judges with a salary of ₱8,400 per annum each.
- The clerk of the municipal court is appointed by the City Mayor under the Civil Service Law.
City Health Officer (Section 42):
- Salary: Not exceeding ₱7,200 per annum.
Chief of Police (Section 43(a)):
- In charge of the organization, government, discipline, and disposition of the city police and detective force.
City Assessor (Section 45):
- Salary: Not exceeding ₱7,200 per annum.
Tax Sale (Section 57):
- The city treasurer can advertise delinquent real property for sale after 20 days of delinquency to satisfy unpaid taxes, penalties, and costs.

- Salary: ₱7,200 per annum.
