REPUBLIC ACT NO. 4730 June 18, 1966

AN ACT TO AMEND REPUBLIC ACT NUMBERED THREE THOUSAND FIVE HUNDRED EIGHTY-EIGHT, PROVIDING FOR A PROCEDURE FOR VALIDATING THE PERMANENT REGISTRATION OF VOTERS APPROVED BY ELECTION REGISTRARS AND TO PROVIDE FOR REGISTRATION BOARDS, AND FOR OTHER PURPOSES.

Sec. 1. Section 2 of Republic Act Numbered Three thousand five hundred eighty-eight is hereby amended to read as follows:

"Sec. 2. Who may be registered in the Permanent List of Voters. All persons possessing all the qualifications prescribed for a voter and none of the disqualifications have the right and duty to be registered in the permanent list of voters of the city, municipality or municipal district wherein they are domiciled and to be included in the precinct book of voters of their corresponding precinct.

"Any person who may not have on the date of his registration any of the qualifications required may also be registered upon proof that on the date of the election he shall have such qualification."

Qualifications and Registration of Voters
- Any person possessing voter qualifications and none of the disqualifications has the right and duty to register in the permanent list of voters of their domicile (Sec. 1)
- Voter registration is done by personally appearing before the election registrar and filing a sworn application within 60 days after acquiring voter qualifications, but not later than 60 days before a regular election or 30 days before a special election (Sec. 4)

Election Registrar and Registration Board
- There shall be at least one election registrar and a clerk appointed by the Commission on Elections in each city, municipality, and municipal district (Sec. 2)
- An election registration board composed of the election registrar as chairman and two members appointed by the Commission on Elections shall be established in each city, municipality, and municipal district (Sec. 3)
- The election registration board shall approve or disapprove applications for voter registration by majority vote (Sec. 6)

Precinct Book of Voters
- The election registration board shall prepare the precinct book of voters containing approved applications arranged alphabetically (Sec. 8)
- The precinct book shall be sealed and certified by the election registration board before delivery to the board of inspectors (Sec. 8)
- Procedures are provided for inclusion or exclusion of voters from the precinct book (Sec. 8)

Voter Identification Card
- A voter's identification card shall serve as the document for identification of each registered voter, but is not required to be presented on election day unless the voter's identity is challenged (Sec. 10)

Exclusion and Cancellation of Voter Registration
- Any elector, political party representative, or election registrar may file a petition for exclusion of a voter on grounds of disqualification or illegal registration (Sec. 11)
- The election registration board shall cancel voter registration due to death, conviction, or failure to vote in two successive preceding elections (Sec. 12)
- A registered voter may request cancellation of their registration if they have suffered any disqualification or transferred domicile (Sec. 13)

Change of Address and Precinct Adjustment
- A voter who has changed address within the same city, municipality, or municipal district shall notify the election registration board, and their application shall be transferred to the new precinct if applicable (Sec. 14)
- In case of division or merger of precincts, the election registration board shall transfer voter applications to the corresponding new or adjusted precinct book (Sec. 15)

Publication of Precinct List of Voters
- The election registration board shall furnish candidates, political parties, and the Commission on Elections a certified list of voters in each precinct 30 days before a regular election or 10 days before a special election (Sec. 16)

Validation of Voter Registration
- All approved applications for voter registration shall be validated following a procedure outlined in the law (Sec. 17)
- The election registrar shall prepare a list of approved voters and post it for public objection within 6 months (Sec. 17)
- Applications not objected to within 6 months shall be considered properly filed and approved (Sec. 17)

Penal Provisions
- The law outlines various acts considered as serious election offenses, such as falsifying voter identification cards, making false statements in applications, hindering voter registration, and improper handling of voter applications by election officials (Sec. 18)
