Granting Authority to Administer Oaths:
- Members and Secretaries of both Houses of Congress are granted general authority to administer oaths. (Section 1)
- Other officials authorized to administer oaths include the President, Vice-President, members of the judiciary, department secretaries, provincial governors, city and municipal mayors, bureau and regional directors, clerks of courts, registrars of deeds, other civilian officers appointed by the President and confirmed by the Commission on Appointments, and notaries public. (Section 1, Section 2)

Delegation of Authority:
- Members and Secretaries of Congress may delegate the authority to administer oaths to committee secretaries or staffers during pending inquiries or investigations. (Section 4)

Oath Register and Submission:
- Those authorized to administer oaths under this Act are not required to keep a register of the oaths they administer or submit copies, except for notaries public or as required by existing laws. (Section 5)

Existing Authorizations:
- The Act does not disauthorize any person currently authorized to administer oaths under existing laws. (Section 3)

Effectivity:
- The Act takes effect upon publication in at least one national newspaper of general circulation. (Section 6)
- The amendments to Section 41 of the Administrative Code of 1987 take effect upon the effectivity of the said Code. (Section 6)

Republic of the Philippines Congress of the Philippines Metro Manila Eighth Congress Republic Act No. 6733 &nbsp &nbsp &nbsp &nbsp &nbsp &nbsp July 25, 1989 AN ACT TO AMEND SECTION 21, TITLE I, BOOK I OF THE REVISED ADMINISTRATIVE CODE OF 1987, GRANTING MEMBERS OF BOTH HOUSES OF THE CONGRESS OF THE PHILIPPINES THE GENERAL AUTHORITY TO ADMINISTER OATHS, AND FOR OTHER PURPOSES Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:: Section 1. Section 21 of the Revised Administrative Code is hereby amended to read as follows: "SECTION 21. Officials authorized to administer oath. - The following officers have general authority to administer oaths, to wit: "President; Vice-President; Members and Secretaries of both Houses of the Congress; Members of the Judiciary; Secretaries of Departments; provincial governors and lieutenant-governors; city mayors; municipal mayors; bureau directors; regional directors; clerks of courts; registrars of deeds; and other civilian officers in the Philippine public service whose appointments are vested in the President of the Philippines and are subject to confirmation by...
