Authorizing the President of the Philippines to Enter into Military Assistance Agreement with the United States
- The President is authorized to enter into agreement(s) with the US for military assistance to the Philippine armed forces, including transfer of property and information, technical advice, and lending of personnel for training. (Section 1)
- The President is authorized to issue rules and regulations for the security of any article, plan or information received under the agreement, comparable to those of the US. (Section 2)

Penalties for Violations
- Any officer, employee or agent who permits unauthorized use of property received under the agreement, or discloses plans, specifications or information, shall be punished under:
    - Articles of War (Commonwealth Act No. 408), or
    - Espionage Law (Commonwealth Act No. 616), or
    - Imprisonment for up to 10 years or a fine of up to 10,000 pesos, or both, whichever penalty is higher. (Section 3)

Effectivity
- The Act shall take effect upon its approval. (Section 4)
