- Authorizes the expropriation of landed estates, haciendas, or lands in Manila, Quezon City, and suburbs that have been leased to tenants for at least 10 years. (Section 1)

Suspension of Ejectment Proceedings
- Ejectment proceedings against tenants or occupants of lands authorized for expropriation are suspended for 2 years upon the defendant's motion, provided they pay current rentals. (Section 2)
- The suspension continues after the filing of expropriation proceedings until final determination. (Section 2)
- If tenants or occupants are in arrears, the amount due must be liquidated in cash or surety bond and paid in 18 equal monthly installments. (Section 2)
- Rentals cannot be increased above the amounts charged as of December 31, 1953, except for existing rental contracts that expired on that date, in which case the court will fix a reasonable rental not exceeding 8% of the assessed value on December 31, 1953. (Section 2)
- If there has been an increase in assessment after December 31, 1953, the rental may also be increased by the corresponding amount of actual increase in land tax. (Section 2)
- Landowners cannot sell lots occupied by tenants or occupants to other persons unless the tenant or occupant renounces their rights under this Act. (Section 2)
- If tenants have constructed bona fide improvements on the leased lots, their rights should be recognized in the sale or lease of the lots, regardless of the area limitation in Section 3. (Section 2)
Extension of Suspension of Ejectment Proceedings
- Ejectment proceedings against tenants or occupants of lands authorized for expropriation under Republic Act No. 1162, where no expropriation complaint has been filed, shall continue to be suspended until June 30, 1966, under the conditions set forth in Section 5 of the Act. (Section 3)
Appropriation for Expropriation
- An additional 20 million pesos is authorized to be appropriated from the National Treasury for the expropriation of landed estates in the Third Representative District of Manila, as authorized by Republic Act No. 1162. (Section 4)
Effectivity
- This Act shall take effect upon its approval. (Section 5)

AN ACT TO FURTHER AMEND CERTAIN SECTIONS OF REPUBLIC ACT NUMBERED ELEVEN HUNDRED AND SIXTY-TWO, ENTITLED "AN ACT PROVIDING FOR THE EXPROPRIATION OF LANDED ESTATES OR HACIENDAS OR LANDS WHICH FORMERLY FORMED PART THEREOF OR ANY PIECE OF LAND IN THE CITY OF MANILA, QUEZON CITY AND SUBURBS, THEIR SUBDIVISION INTO SMALL LOTS, AND THE SALE OF SUCH LOTS AT COSTS OR THEIR LEASE ON REASONABLE TERMS, AND FOR OTHER PURPOSES."
Section 1. Section one of Republic Act Numbered Eleven hundred and sixty-two, as amended, is further amended to read as follows:
"Sec. 1. The expropriation of landed estates or haciendas, or lands which formerly formed part thereof, or any piece of land in the City of Manila, Quezon City and suburbs, which have been and are actually being leased to tenants for at least ten years, is hereby authorized: Provided, That such lands shall have at least forty families of tenants thereon."
Section 2. Section five of the same Act as amended, is further amended to read as follows:
