    • Excludes proceeds from life insurance policies issued before December 31, 1941 and war damage claims.
    • Real property value is the assessed value; personal property value is fair market value.
    • Property acquired on or before December 8, 1941 is valued at the same amount in both net worth calculations, except for improvements.

- Allowable Deductions (Section 3):

    • Proportionate share of the corporation's tax paid, if the taxpayer holds shares in a corporation subject to this tax.

- Filing of Returns (Section 4):
    • All individuals, partnerships, companies, and corporations subject to the tax or who acquired property over ₱6,000 during the period must file a return.
    • Returns must be filed within 3 months after the law's approval.
    • Amended returns must be filed within 30 days of receiving payment for war damage claims.
    • Married persons file one consolidated return; unmarried minors' assets are included in parents' or guardians' returns.

- Assessment and Payment (Section 5):
    • Tax assessments made by the Collector of Internal Revenue within 5 months after the law's approval.
    • Tax payment due within 6 months after the law's approval, with 15% surcharge and 1% monthly interest for late payment.
    • Time extension for payment up to 5 years may be granted, with 0.5% monthly interest.

- Penalties (Section 6 and 8):
    • 50% surcharge for willful failure to file returns or filing false/fraudulent returns.
    • Imprisonment of 5 to 20 years, fine of ₱5,000 to ₱30,000, or both, for violating the law or evading the tax.

- Tax Lien (Section 7):
    • The tax constitutes a superior lien on all property acquired by the taxpayer during the period from December 8, 1941 to February 26, 1945, effective August 2, 1946 or the law's approval date.
