REPUBLIC ACT No. 2067
AN ACT TO INTEGRATE, COORDINATE, AND INTENSIFY SCIENTIFIC AND TECHNOLOGICAL RESEARCH AND DEVELOPMENT AND TO FOSTER INVENTION; TO PROVIDE FUNDS THEREFOR; AND FOR OTHER PURPOSES.
Section 1. This Act shall be known as the "Science Act of 1958."
Section 2. In consonance with the provisions of section four, Article XIV of the Constitution, it is hereby declared to be the policy of the state to promote scientific and technological research and development, foster invention, and utilize scientific knowledge as an effective instrument for the promotion of national progress.
Section 3. In the implementation of the foregoing policy, the Government shall, in accordance with the provisions of this Act:
(1) Stimulate and guide scientific, engineering and technological efforts towards filling the basic and immediate needs of the people;
(2) Survey the scientific, engineering and technological resources of the country and formulate a comprehensive program for the development and maximum utilization of such resources in the solution of the country's problems;

Summary of Republic Act No. 2067 (Science Act of 1958)
Objectives and Policy (Sections 1-3):
- Promote scientific and technological research, foster invention, and utilize scientific knowledge for national progress.
- Stimulate scientific efforts to meet basic needs, survey resources, strengthen education, incentivize private initiatives, disseminate research results, encourage participation, promote coordination, establish standards, and study pure sciences.
National Science Development Board (Sections 4-9):
- Created to coordinate research activities, formulate policies, set priorities, review projects, develop manpower, facilitate aid and exchange, support projects, establish centers, disseminate results, grant scholarships and awards, pay additional compensation, extend travel grants, appoint science attaches, survey education system, and promote scientific efforts.
- Composed of a Chairman, Vice-Chairman (Executive Director), and members representing various sectors (Section 5).
- Chairman has cabinet rank, appointed for 6 years with an annual compensation of ₱24,000 (Section 6).
- Vice-Chairman appointed with an annual compensation of ₱18,000 (Section 6).
- Board members receive per diem of ₱50 per session, up to ₱200 monthly (Section 7).
- Board has divisions for programming, development, administration, legal, and others as needed (Section 8).
- Board can enter into contracts for various research activities without public bidding, make advance payments, and appoint personnel (Section 10).
National Institute of Science and Technology (Sections 12-15):
- Implements research programs, cooperates with private enterprises, conducts studies, performs analyses and tests, provides scientific data, establishes facilities, evaluates proposals, receives patents, keeps records, recommends training, and reports to the Board (Section 12).
- Headed by a Commissioner and Deputy Commissioner appointed by the President, with annual compensation of ₱18,000 and ₱15,000 respectively (Section 13).
- Has divisions for administration, documentation, legal, and others as needed, and research centers for industrial, agricultural, medical, biological, and other fields (Section 14).
- Existing agencies like the Institute of Nutrition (renamed Food and Nutrition Research Center) can be transferred to the Institute (Section 14).
- Personnel appointed by the Board Chairman upon recommendation of the Commissioner (Section 15).
Philippine Atomic Energy Commission (Sections 16-19):
- Establishes nuclear research labs, conducts research on nuclear processes, atomic energy theory, materials, and peaceful applications (Section 16).
- Issues rules and licenses for radioactive material use, procures materials and instruments, coordinates nuclear work, represents the Philippines in conferences, recommends training, and reports to the Board (Section 16).
- Headed by a Commissioner and Deputy Commissioner appointed by the President, with adequate nuclear science background and security clearance, with annual compensation of ₱18,000 and ₱15,000 respectively (Section 17).
- Has divisions for administration, training, research and development, legal, and others as needed, and an Atomic Energy Research Center (Section 18).
- Personnel appointed by the Commissioner with Board approval (Section 19).
Other Provisions:
- National Research Council and Science Foundation act as advisers (Section 20).
- Board and agencies can call upon other government entities for assistance (Section 21).
- Officials cannot engage in private practice or have conflicts of interest (Section 22).
- Board, agencies, and University of the Philippines can receive tax-exempt grants and donations for scientific purposes (Section 23).
- Board can assist in establishing private foundations, with tax-exempt contributions (Section 24).
- Penalties for tax evasion through fraud or misrepresentation (Section 25).
- Officials and employees exempt from wage and position classification laws, except clerical and janitorial staff (Section 26).
