ACT No. 55
AN ACT TO PROVIDE FOR WHOLESOME FOOD SUPPLIES AND TO PREVENT CRUELTY TO ANIMALS IN TRANSPORTATION.
By authority of the President of the United States, be it enacted by the United States Philippine Commission, that:
Section 1. The owners or masters of steam, sailing, or other vessels, carrying or transporting cattle, sheep, swine, or other animals, from one port in the Philippine Islands to another, or from any foreign port to any port within the Philippine Islands, shall carry with them, upon the vessels carrying such animals; sufficient forage and fresh water to provide for the suitable sustenance of such animals during the ordinary period occupied by the vessel in passage from the port of shipment to the port of debarkation, and shall cause such animals to be provided with adequate forage and fresh water at least once in every twenty-four hours from the time that the animals are embarked to the time of their final debarkation.

Summary of ACT No. 55: AN ACT TO PROVIDE FOR WHOLESOME FOOD SUPPLIES AND TO PREVENT CRUELTY TO ANIMALS IN TRANSPORTATION
Provisions for Transporting Animals by Vessel
- Owners/masters of vessels carrying animals between Philippine ports or from foreign ports must:
• Provide sufficient forage and fresh water for sustenance during transit (Section 1)
• Provide adequate forage and fresh water at least once every 24 hours (Section 1)
• Secure animals properly to avoid cruelty and suffering during transit (Section 1)
• Provide suitable facilities for loading/unloading animals without cruelty (Section 1)
• Not load/unload cattle by swinging them over the side by ropes/chains attached to horns (Section 1)
Lien on Animals for Forage and Water Costs
- Owners/masters have a lien on transported animals for costs of provided forage and water (Section 2)
Penalties for Non-Compliance
- Failure to comply with Section 1 results in penalty of $100-$500 (now Philippine pesos) per offense (Section 3)
- Prosecutions can be instituted in Court of First Instance or provost court where animals are disembarked (Section 3)
Duties of Customs Officials
- Collectors must refuse clearance to vessels not carrying sufficient forage/water (Section 4)
- Collectors must ascertain compliance at disembarkation port and initiate prosecutions for non-compliance (Section 4)
- In ports without collectors, inspectors of customs perform these duties (Section 4)

- This Act took effect on January 1, 1901 (Section 5)
