AN ACT TO RATIONALIZE THE COMPENSATION STRUCTURE OF MEMBERS AND CIVILIAN EMPLOYEES OF THE INTEGRATED NATIONAL POLICE IN THE ACTIVE SERVICE, APPROPRIATING FUNDS THEREFOR

Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled::

Section 1. Title. - This Act shall be known as the "INP Compensation Structure Act of 1987".

Section 2. Coverage. - This act shall apply to all uniformed members of the integrated National Police in the active service. Whenever grades are mentioned in this act, the same shall mean also equivalent grades in the Fire Services.

Section 3. Pay Scale. - The monthly base pay of uniformed members of the Integrated National Police in the active service shall be as follows:

Summary of Republic Act No. 6648 (INP Compensation Structure Act of 1987)

Title and Coverage
- The law is titled "INP Compensation Structure Act of 1987" (Section 1)

Pay Scale
- Establishes a monthly base pay scale for different ranks/grades of INP members (Section 3)

Adjustment of Base Pay Rates (Section 4)
- If an INP member's previous pay was higher than the prescribed rate, they will continue receiving the higher rate
- Upon promotion, the member will receive the new grade's base rate, unless their previous pay was higher
- Upon demotion for cause, the member will receive the new grade's base rate
- Municipalities and cities can grant allowances to lower ranks

Longevity Pay (Section 5)
- INP members receive 10% of base pay for every 5 years of satisfactory service, compounded every 5 years
- Maximum longevity pay is 50% of base pay
- Cadet service is limited to 2 years for longevity pay calculation
- No back pay for previous service

Allowances (Section 6)
- The INP Director General, with NPC approval, can prescribe allowances like subsistence, quarters, hazard, clothing, cost of living, etc.
- Local governments can grant additional allowances to enhance law enforcement efficiency

Civilian Employees (Section 7)
- Effective December 1, 1987, civilian INP employees have a minimum base pay of ₱1,000 per month
- Subject to a rationalized compensation plan by the DBM by March 31, 1988

Funding Sources (Section 8)
- Funded from the Compensation and Organizational Adjustment Fund, Contingent Fund, savings under EO 87, or unappropriated National Treasury funds
- To be included in the annual General Appropriations Act for INP Budget

Repealing Clause (Section 9)
- Repeals or modifies inconsistent laws, decrees, orders, and instructions

Effectivity (Section 10)
- The law takes effect on December 1, 1987
