Qualifications for Security Guards/Watchmen/Private Detectives (Section 5):
- Must be a Filipino citizen, high school graduate, physically and mentally fit, between 21-50 years old, at least 5'4" in height, and meet other qualifications.
- Veterans shall be given priority in employment.
- Those convicted of crimes involving moral turpitude cannot be employed.
Licensing Requirements (Sections 6-8):
- License from the Chief of Philippine Constabulary is required to operate as a private detective, detective agency, watchman, or watchman agency.
- Existing agencies have one year to secure the license.
- Application requirements and fees are specified, including national and municipal license fees, taxes, and bonds (₱5,000 - ₱10,000).
Employees and License Display (Sections 9-10):
- Employees need not be individually licensed, except for those doing detective work.
- License must be displayed conspicuously in the agency office.
Supervision and Emergency Powers (Sections 11-12):
- Philippine Constabulary exercises general supervision over these agencies.
- In emergencies, city/municipal mayors can muster agency personnel to maintain order and preserve life and property.
Firearms, Uniforms, and Compensation (Sections 13-15):
- Agencies can possess firearms up to .45 caliber, with limits based on number of employees.
- Uniforms must be distinct from military/police uniforms, as prescribed by the Chief of Constabulary.
- Watchmen/security guards must receive at least the minimum wage.
Limitations and Prohibitions (Section 16):
- Limits on the number of employees an agency can have, based on location.
- Only one agency per person/entity in a city/municipality.
- Cannot provide services to illegal enterprises like gambling dens.
Rules, Regulations, and Penalties (Sections 17-18):
- Chief of Constabulary can issue rules and regulations.
- Violations are punishable by suspension, fines up to ₱200, license cancellation, bond forfeiture, and/or imprisonment (1-4 years) and fines (₱1,000 - ₱4,000) for certain violations.
