Declaration of Policy (Section 1):
- The State aims to protect the rights and promote the welfare of Filipino workers.

Expansion (Section 2):
- The legal divisions will increase from 15 to at least 30, each headed by an Assistant Solicitor General.
- Each division will consist of 10 lawyers and necessary personnel.
- The administrative structure will be reorganized into Financial Management Services, Docket and Case Management Services, and Human Resource Management Services.
- Existing staff will occupy the new positions without new appointments.

Standards (Section 3):
- The Solicitor General will have cabinet rank and the same qualifications, rank, prerogatives, salaries, allowances, benefits, and privileges as the Presiding Justice of the Court of Appeals.
- Assistant Solicitors General will have the same qualifications as Associate Justices of the Court of Appeals.
- The qualifications, rank, prerogatives, salaries, and privileges of Solicitors will be the same as judges, as specified.

Compensation (Section 4):
- The basic monthly compensation for different positions is specified, ranging from Salary Grade 18 to 31.
- The salaries of non-legal personnel will be raised to the level of their counterparts in the Court of Appeals.
- Salaries and privileges may be further increased to match any corresponding increase granted to their counterparts in the Court of Appeals, subject to availability of funds.

Benefits and Privileges (Section 5):
- Subject to availability of funds, the Office of the Solicitor General may provide:
- Health care services through an HMO, including mandatory annual executive check-up for certain positions.
- Accident insurance policies during official travels.
- Scholarships for deserving employees to enhance academic growth and upgrade skills, selected through competitive examination.
- A provident fund consisting of contributions from the office and employees.

Seminar and Other Professional Fees (Section 6):
- Subject to availability of funds, the office will bear the costs of relevant seminars, professional membership fees, registration fees, and related expenses for completing the mandatory continuing legal education (MCLE) course for lawyers.
- The office will also bear the costs of professional membership, registration fees, including those for mandatory continuing professional education (CPE), and related expenses for other employees holding positions requiring a professional license.

Transportation Benefits (Section 7):
- Subject to availability of funds, employees will be provided with contracted transportation services until the office can procure additional motor vehicles.

Other Benefits (Section 8):
- The legal staff of the Office of the Solicitor General is allowed to receive honoraria and allowances from client departments, agencies, and instrumentalities of the Government, consistent with the Revised Administrative Code of 1987.

Franking Privilege (Section 9):
- All official mail matters and telegrams of the Office of the Solicitor General addressed for delivery within the Philippines shall be received, transmitted, and delivered free of charge, with a limit of 120 grams for mail addressed to private persons or non-government offices.

Grant of Special Allowances (Section 10):
- The Solicitor General, Assistant Solicitor General, Senior State Solicitor, State Solicitors I and II, and Associate Solicitors I to III shall be granted special allowances in amounts determined by the Secretary of the Department of Budget and Management and the Solicitor General.
- The special allowance shall be implemented uniformly and shall not exceed 100% of the basic salary of solicitors as provided in the Salary Standardization Law.

Funding (Section 11):
- The funds required for implementation will be taken from:
- 5% of monetary awards given by the Courts to client departments, agencies, and instrumentalities of the Government, including those under court-approved compromise agreements.
- 50% of fees collected by the Special Committee on Naturalization.
- All other income, fees, and revenues earned and collected by the Office of the Solicitor General, including deputation, certification, and other similar fees.
- The amounts collected will constitute a trust fund in the name of the Office of the Solicitor General, managed and used by the Solicitor General to carry out the provisions of this Act.

Effects of Subsequent Salary Increases (Section 12):
- Upon implementation of any subsequent increases in salary rates under the Salary Standardization Law, all special allowances granted shall be considered as an implementation of the said salary increases.
- The special allowances equivalent to the increase in basic salary shall be converted as part of the basic salary, funded from the regular appropriations of the Office of the Solicitor General.
- Any excess in the allowances not converted as basic salary shall continue to be granted and funded under Section 11.

Implementing Rules and Regulations (Section 13):
- Within 60 days from the approval of this Act, the Solicitor General, in coordination with the Secretary of Budget and Management, shall promulgate the necessary rules and regulations to carry out the provisions of this Act.

Appropriations (Section 14):
- The amount needed to implement office streamlining and physical expansion shall be taken from the funds and budget of the Office of the Solicitor General under the annual General Appropriations Acts.

Repealing Clause (Section 15):
- Pertinent provisions of Executive Order 292, Republic Act No. 9139, Executive Order No. 460, Executive Order No. 482, Administrative Order No. 117, and all laws, decrees, orders, rules, and regulations or parts thereof which are contrary to or inconsistent with the provisions of this Act, are hereby repealed or amended accordingly.

Separability Clause (Section 16):
- If any provision of this Act is declared invalid or unconstitutional, the provisions not affected thereby shall continue to be in full force and effect.

Effectivity (Section 17):
- This Act shall take effect after 15 days from its publication in two national newspapers of general circulation.
