EXECUTIVE ORDER No. 10
Albert M. Easthagen, city examiner, Bureau of Audits; George H. Tilbury, chief of Inspection division, Bureau of Internal Revenue, and Walker U. Anderson, clerk, Bureau of Customs, are hereby appointed a committee, to be known as the Opium Committee, the duty of which shall be to destroy by burning in the boiler furnace of the division of cold storage Bureaus of Supply, or in the city crematory all opium cocaine, and other drugs, seized and apparatus for the unlawful use of such drugs, seized and confiscated under the provisions of the laws of the Philippine Islands, unless such drugs, and so forth, are found by said committee to have a legitimate commercial value.
All such drugs, instruments, and apparatus now on hand in the Bureaus of Customs and Internal Revenue shall be turned over to this committee on duly executed invoices whenever called for by the committee. Establishment of the Opium Committee
- An Opium Committee is established, consisting of Albert M. Easthagen (chairman), George H. Tilbury, and Walker U. Anderson (recorder). (Section 1)
- The committee's duty is to destroy by burning all seized and confiscated opium, cocaine, and other drugs, as well as apparatus for their unlawful use, unless they have legitimate commercial value. (Section 1)
Transfer of Seized Drugs and Apparatus
- All drugs, instruments, and apparatus currently held by the Bureaus of Customs and Internal Revenue shall be turned over to the Opium Committee upon request, with duly executed invoices. (Section 2)
- All drugs, instruments, and apparatus forfeited to the Philippine Islands government in the future shall be turned over to the Opium Committee after serving as evidence. (Section 2)
Determination of Commercial Value and Disposal
- Upon receiving any opium or other drugs, the committee shall determine whether they have legitimate commercial value. (Section 3)
- If they do not have commercial value, they shall be destroyed by burning as provided. (Section 3)
- If they have commercial value, the committee shall deliver them to the Purchasing Agent, who shall ship them to the United States or a foreign country where their morphine content can be extracted. (Section 3)
Reporting Requirements
- The Opium Committee will make certified reports in triplicate of all drugs destroyed or disposed of. (Section 4)
- One copy of each report shall be delivered to the Insular Auditor, one to the Insular Collector of Customs, and one to the Collector of Internal Revenue. (Section 4)
