Appropriations for Public Works

- Irrigation (P676.6 million): construction, improvement of national, communal, and pump irrigation projects (Section 1, Title G)
- Airports and Air Navigation Facilities (P400 million): construction, improvement of airports and air navigation facilities (Section 1, Title H)
- Telecommunications (P249.5 million): expansion, improvement of telecommunications facilities (Section 1, Title I)
- Railways (P296 million): construction, improvement of railways and related facilities (Section 1, Title J)

Miscellaneous Projects (Section 2)
• Appropriates funds for maintenance, repair, and operation of public buildings, airports, air navigation facilities, river control, flood control, and drainage structures (Sections 2(a)-(f))
• Funds for pre-investment studies, regional planning, project feasibility studies, and preliminary engineering (Section 2(g))
• Funds for detailed engineering of projects (Section 2(h))
• Funds for purchase of rights-of-way (Section 2(i))

Apportionment of Portworks Special Fund (Section 3)
• Appropriates funds from the Portworks Special Fund for construction, improvement, rehabilitation of national and municipal ports, and other portworks and maritime navigation projects (Section 3, Title K)

Special Provisions
• Requires a program of work before prosecuting public works projects, with approval requirements based on project cost (Section 4)
• Requires preliminary studies and general plan of operations for project implementation (Section 5)

MALACAÑANGM a n i l a PRESIDENTIAL DECREE No. 475 June 3, 1974 APPROPRIATING FUNDS FOR PUBLIC WORKS, INVOLVING REHABILITATION AND CAPITAL DEVELOPMENT, SYNCHRONIZING THE SAME WITH PREVIOUS PUBLIC WORKS APPROPRIATIONS WHEREAS, Presidential Decree No. 3 provides appropriations primarily rehabilitate and reconstruct damage infrastructure facilities caused by calamities that brought havoc in the country in 1972; WHEREAS, hand in hand with rehabilitation and reconstruction, there is a need to implement additional development projects in order to further accelerate economic development; WHEREAS, there is also a need to increase the appropriations of previously authorized projects to assure their completion, in view of increased construction costs brought about by circumstances beyond the control of the government; WHEREAS, there is a need to provide adequate appropriations to cover the local counterpart funds of ongoing and proposed foreign-financed projects in view of our increasing capability to absorb foreign assistance as demonstrated by the various loans and aids extended to Government projects.
