- Objectives:
• Establish, maintain and ensure adequate social services in urban development and squatter relocation to guarantee decent living standards. (Preamble)
• Assign priority to blighted urban areas to alleviate problems from rapid population growth, unemployment, poverty, malnutrition, and inadequate shelter and urban services. (Preamble)
• Upgrade blighted areas, provide employment opportunities, improve urban services, and enhance capabilities of national and local agencies involved. (Preamble)
- Manila Urban Development Program:
• Upgrading of sites and services in Tondo Foreshore. (Preamble)
• Development of Dagat-Dagatan resettlement area. (Preamble)
• Provision of improved environmental sanitation, infrastructure, and social services such as roads, pathways, drainage system, water and sewerage system, public buildings, socio-economic development programs, housing materials, small business loans, and traffic engineering and management. (Preamble)
- Financial Assistance:
• The government sought financial assistance from the World Bank in the form of loans amounting to about US$ 32M. (Preamble)
- Appropriation of Funds:
• P598.10 million is appropriated from the National Treasury for the following components of the Manila Urban Development Project: (Section 1)
• P243.10 million for Tondo Foreshore upgrading of sites and services by the National Housing Authority (NHA). (Section 1(a))
• P15.00 million for construction and/or improvement of Tondo sewer outfall. (Section 1(b))
• P65.00 million for Dagat-Dagatan resettlement by the NHA. (Section 1(c))
• P125.00 million for construction of major roads including bridges. (Section 1(d))
• P70.00 million for traffic improvements. (Section 1(e))
• P60.00 million for technical assistance, studies and training for NHA and Department of Public Works and Transportation (DPWTC). (Section 1(f))
• P20.00 million for technical assistance of DPWTC for transport planning, coordination, operations, and studies. (Section 1(g))
- Implementation Schedule:
• The total amounts shall be made available for the corresponding project component through the implementing agencies over the duration of project implementation as indicated in the accompanying schedules. (Section 2)
• The accompanying schedules provide the yearly disbursement schedule for each project component from 1976 to 1979. (Yearly Schedule of Disbursement)

APPROPRIATING FUNDS FOR THE MANILA URBAN DEVELOPMENT PROJECT
WHEREAS, it is the commitment of the government to establish, maintain and ensure adequate social services in the field of urban development and squatter relocation to guarantee the enjoyment by the people of a decent standard of living; and to assign priority to blighted urban areas in order to alleviate the problems arising from rapid population growth, high unemployment, widespread poverty, malnutrition and inadequate shelter and urban services thru a program of upgrading blighted areas, provision of employment opportunities, improvement of urban services and enhancement of operating capabilities of national and local agencies involved;
WHEREAS, in line with these objectives, the government has embarked on an urban development program in Metropolitan Manila involving the upgrading of sites and services in the Tondo Foreshore and the development of the Dagat-Dagatan resettlement area, particularly the provision of improved environmental sanitation, infrastructure and social services such as roads and pathways, drainage system, water and sewerage system, public...
