PRESIDENTIAL DECREE No. 904 July 1, 1976

APPROPRIATING FUNDS FOR THE OPERATION OF THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES COVERING THE PERIOD JULY FIRST TO DECEMBER THIRTY-FIRST, NINETEEN HUNDRED SEVENTY-SIX AND FOR OTHER PURPOSES

WHEREAS, Presidential Decree No. 777, dated August 24, 1975 has changed the official fiscal year as heretofore followed which covered the period from July 1st of a given year to June 30th of the following year, to the twelve-month calendar period beginning from January 1st to December 31st of each year.

WHEREAS, Presidential Decree No. 777 has extended the current fiscal year nineteen hundred seventy-six to include the last half of nineteen hundred seventy-six from July 1st to December 31st, and has required that appropriate budgetary provision be made for the additional six month period;

WHEREAS, the current General Appropriations Decree provides appropriation only for the operation of the government from July 1, 1975 to June 30, 1976;

Summary of Presidential Decree No. 904

Appropriation of Funds for Government Operations (July 1 - December 31, 1976)
- Appropriates one-half of all Current Operating Expenditures and Capital Outlays from Presidential Decree No. 733 for each agency (Section 1)
- Capital Outlays appropriations are a lump-sum for "Miscellaneous Capital Outlays" to support approved programs and projects (Section 1)

Personal Services and Special Budgets
- Itemization of appropriations and Personal Services from Presidential Decree No. 733 are applicable for July 1 - December 31, 1976 (Section 2)
- All lump-sum appropriations, special provisions, and funds from Presidential Decree No. 733 are reauthorized to the extent provided in Section 1 (Section 2)
- Special Budgets chargeable against lump-sum appropriations in Presidential Decree No. 733 are applicable for July 1 - December 31, 1976 (Section 2)

Continuing Capital Outlays
- Appropriations for capital outlays released to agencies are available for expenditure until projects are completed (Section 3)

General Provisions
- General Provisions in Presidential Decree No. 733 are authorized to apply from July 1 - December 31, 1976 (Section 4)
- The Budget Commissioner can review and propose new General Provisions to the President, which will be considered part of this Decree (Section 4)

Rules and Regulations
- The Budget Commissioner is authorized to promulgate rules and regulations for implementation, subject to the President's approval (Section 5)

Effective Date
- This Decree takes effect on July 1, 1976 (Section 6)
