Assigning Additional Functions to the Presidential Council for Youth Affairs

- Pursuant to Article II, Section 13 of the 1987 Constitution, which recognizes the vital role of the youth in nation-building and mandates the promotion and protection of their well-being, as well as the inculcation of patriotism and nationalism, and encouragement of their involvement in public and civil affairs. (Basis: Preamble)

- The Presidential Council for Youth Affairs is directed to undertake the implementation and coordination of the following international youth programs: (Sec. 1)
• The Ship for Southeast Asian Youth Program.
• The ASEAN Youth Forum.
• The Asian Youth Council.
• The World Assembly of Youth.
• The International Youth Forum.

- The Executive Order takes effect immediately. (Sec. 2)

EXECUTIVE ORDER NO. 351 March 15, 1989 ASSIGNING ADDITIONAL FUNCTIONS TO THE PRESIDENTIAL COUNCIL FOR YOUTH AFFAIRS WHEREAS, the Presidential Council for Youth Affairs was created pursuant to the policy enunciated in Article II, Section 13 of the 1987 Constitution that: The State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. It shall inculcate in the youth patriotism and nationalism, and encourage their involvement in public and civil affairs; WHEREAS, the Office of the President is empowered to endorse and assign to the Presidential Council for Youth Affairs other functions, projects and programs; NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order: Sec. 1. The Presidential Council for Youth Affairs is hereby directed to undertake the implementation and coordination of the undertakings of the Philippine Government in the following international youth programs: 1.
