PRESIDENTIAL DECREE No. 685 April 15, 1975

AUTHORIZING GOVERNMENT REPRESENTATION IN THE CONFEDERATION OF PHILIPPINE EXPORTERS, INC., EXTENDING THE USE OF GOVERNMENT FACILITIES TO SAID CONFEDERATION, PROVIDING ASSISTANCE FOR PROJECT IMPLEMENTATION, AND FOR OTHER PURPOSES.

WHEREAS, the Confederation of Philippine Exporters, Inc., a non-stock, non-profit association of individuals, corporations, associations, partnerships, cooperatives and other institutions engaged in the export business or in servicing or financing of exports, is the only voluntary organization in the Philippines which integrates the private sector into a single corporate body in order to perform the vital function of assisting the Government in the development, promotion and expansion of the country's export trade;

WHEREAS, in order to assist the Confederation of Philippine Exporters, Inc., in accomplishing its important role, it is necessary for the government to recognize it as a private entity dedicated to a public purpose, and to extend every possible assistance to insure its success.

Summary of Presidential Decree No. 685

Declaration of Policy (Section 1)
- The State shall actively encourage the participation of the private sector in the development, promotion, and expansion of the Philippine export trade.

Objectives of the Confederation of Philippine Exporters, Inc. (COPE) (Section 2)
- To help promote and expand the Philippine export trade. (Section 2.1)
- To provide a forum for stakeholders to recommend ways to improve and expand Philippine exports. (Section 2.2)
- To promote cooperation and coordination between exporters and government agencies. (Section 2.3)
- To conduct studies and disseminate data on exports. (Section 2.4)
- To support internationally accepted quality standards and fair trade practices. (Section 2.5)
- To participate in the formulation and implementation of national export promotion programs. (Section 2.6)
- To promote a spirit of service, cooperation, efficiency, and goodwill among members. (Section 2.7)
- To assist the government in matters concerning foreign trade. (Section 2.8)
- To organize trade missions to promote Philippine exports. (Section 2.9)
- To provide services necessary to facilitate export development. (Section 2.10)

Government Representation in COPE (Section 3)
- Representatives from various government agencies involved in trade and export policies are authorized to sit in the COPE Board of Trustees with full rights and prerogatives.

Composition of the COPE Board of Trustees (Section 4)
- The COPE Board of Trustees shall have 25 members, with 14 elected from the private sector representing various export industry groupings, and 11 elected from government agencies concerned with foreign trade.

Donations and Grants (Section 5)
- COPE may receive donations, bequests, and grants from domestic or foreign sources to finance its operations.
- Such donations, bequests, and grants shall be deductible in full from gross income and exempt from donors or estate taxes.

Government Assistance (Section 6)
- All government offices, agencies, or instrumentalities, including government-owned or controlled corporations, which are directly or indirectly concerned with the implementation of export promotion projects, are authorized to extend necessary assistance to COPE for projects that will benefit the national economy.

Repealing Clause (Section 7)
- Any provisions of existing general or special laws inconsistent with this Decree shall be deemed modified, amended, or repealed accordingly.

Effectivity (Section 8)
- This Decree shall take effect immediately.
