Summary of Executive Order No. 221

Purpose of the Law
- To authorize the exportation of certain kinds of buntal fibers and filaments.
- To encourage the growers of buri and producers of buntal fibers and filaments to develop and enhance the industry. (Whereas clause)
- To contribute to the country's foreign exchange earnings. (Whereas clause)

Provisions:

- Authorizes the exportation of the following buntal fibers and filaments: (Section 1)
    - Retted, coarse and fine buntal fiber and filaments
    - Those measuring less than 60 centimeters in length, which are unfit for making buntal hats and bags
    - Any kind of buntal fibers and filaments in excess of the demand of local weavers

- Authorizes the Department of Agriculture, through its appropriate Authority, to process and approve applications for clearance for export of buntal fibers and filaments in accordance with the Executive Order. (Section 2)
    - The Department shall consult periodically with producers and weavers to ascertain the supply and demand of such buntal fibers and filaments.

- Authorizes the Secretary of Agriculture to promulgate necessary rules and regulations to implement the Executive Order. (Section 3)

- Amends Republic Act No. 4666, as amended, accordingly. (Section 4)
    - Repeals or modifies all laws, orders, issuances, rules and regulations or parts thereof inconsistent with the Executive Order.

- Provides for the immediate effectivity of the Executive Order. (Section 5)
