Summary of Executive Order No. 284Holding of Other Government Offices or Positions by Cabinet Members, Undersecretaries, Assistant Secretaries, and Other Appointive Officials
- Allows members of the Cabinet, Undersecretaries, Assistant Secretaries, and other appointive officials of the Executive Department to hold additional government positions or employment, subject to certain conditions. (Section 1)
• They may hold not more than two positions in the government and government corporations, in addition to their primary position. (Section 1)
• This limitation does not apply to ad hoc bodies, committees, boards, councils, or bodies where the President is the Chairman. (Section 1)
- If an official holds more positions than allowed, they must relinquish the excess positions to a subordinate official next in rank. (Section 2)
• No official shall hold more than two positions other than their primary position. (Section 2)
- To protect the government's interests in government-owned or controlled corporations, at least one-third (1/3) of the members of the Boards of such corporations should be a Secretary, Undersecretary, or Assistant Secretary. (Section 3)
- All officials affected by this Executive Order are required to submit their compliance to the Office of the President. (Section 4)
- All laws, orders, rules, and regulations inconsistent with this Executive Order are repealed or modified accordingly. (Section 5)
- This Executive Order takes effect immediately. (Section 6)

EXECUTIVE ORDER NO. 284 July 25, 1987
AUTHORIZING THE HOLDING OF OTHER GOVERNMENT OFFICES OR POSITIONS BY THE MEMBERS OF THE CABINET, UNDERSECRETARIES, ASSISTANT SECRETARIES AND OTHER APPOINTIVE OFFICIALS OF THE EXECUTIVE DEPARTMENT UNDER CERTAIN CONDITIONS
WHEREAS, on July 23, 1987, the Secretary of Justice rendered an opinion relative to Section 13, Article VII in conjunction with Section 7, paragraph 2, Article IX-B of the Constitution, to the effect that if it is allowed by law or the primary functions of their position, member of the Cabinet, Undersecretaries and assistant secretaries may hold any other office or employment in the government, including government-owned or controlled corporations;
WHEREAS, it is necessary to enact a law to comply with or implement the constitutional provision allowing appointive officials to hold offices or employment in the government, and to allow them to receive compensation therefor;
WHEREAS, it is likewise necessary to regulate the number of positions that a member of the Cabinet, undersecretary or assistant secretary or other appointive officials may hold to ensure efficiency and to give meaning...
