Funding
- Authorizes issuance of up to P200 million in Cereal Bonds by the national government through the Secretary of Finance, to be purchased by government and other financing institutions. [Section 2]
- Proceeds from bond sales to be deposited with the Philippine National Bank for the account of the Office of the President. [Section 2]
- Funds to be used for:
a. Developing and operating virgin public lands approved for the Palayan Ng Bayan project by a National Advisory Council. [Section 2(a)]
b. Funding awards of up to P250,000 per crop season for outstanding performance in provincial Palayan Ng Bayan projects. [Section 2(b)]
c. Supporting the staff that will manage the Palayan Ng Bayan project. [Section 2(c)]
- Funding to be in the form of interest-free loans to provincial governments, with personal guarantee of the Provincial Governor, at P1,000 per hectare for land development and use, payable within two years. [Section 2]
- Additional loans for related expenditures may be authorized by the National Advisory Council with approval of the Secretary of Finance. [Section 2]
Land Use
- Virgin public lands authorized for use by the Council under the Palayan Ng Bayan project shall be set aside for such purpose but remain as public land. [Section 3]
- When no longer needed for the project, the lands shall revert to their original purpose unless otherwise decreed. [Section 3]
Immediate Effect
- The Decree shall take effect immediately. [Section 4]

PRESIDENTIAL DECREE No. 262 August 2, 1973
AUTHORIZING THE USE OF VIRGIN PUBLIC LANDS FOR RICE AND OTHER CROPS AND PROVIDING FUNDS THEREFOR
WHEREAS, self-sufficiency in rice and other agricultural food commodities is a primary concern of the State;
WHEREAS, there is urgent need to supplement current programs in order to issue the achievement of food sufficiency;
WHEREAS, to this end, the Palayan Ng Bayan has been proposed as a project of the Office of the President and the provincial governors, initially involving the development and use some 150,000 hectares of virgin public land primarily for rice and secondarily for corn and other selected food crops;
WHEREAS, this project is expected to contribute considerably to increase rice production; supplement the production of other food crops; inject substantial revenues into provincial economies; provide additional employment opportunities; and help develop the agricultural management capabilities of provincial governments;
