Referendum Details
- A national referendum shall be conducted on December 17, 1977, with the question: "DO YOU VOTE THAT PRESIDENT FERDINAND E. MARCOS CONTINUE IN OFFICE AS INCUMBENT PRESIDENT AND BE PRIME MINISTER AFTER THE ORGANIZATION OF THE INTERIM BATASANG PAMBANSA AS PROVIDED FOR IN AMENDMENT NO. 3 OF THE 1976 AMENDMENTS TO THE CONSTITUTION?" (Section 1)
- The referendum shall be under the supervision of the Commission on Elections, which shall canvass the votes, certify, and proclaim the results. (Section 2)
- The laws, rules, and regulations governing past referenda shall apply, particularly those providing for free discussion and debate. (Section 3)

Implementation
- The Commission on Elections is authorized to promulgate rules and regulations for the proper implementation of this Decree. (Section 4)
- An appropriation of Ten Million Pesos (P10,000,000.00) from the National Treasury is provided to carry out the purposes of this Decree. (Section 5)

MALACAÑANGM a n i l a PRESIDENTIAL DECREE No. 1229 CALLING A REFERENDUM ASKING THE PEOPLE TO VOTE ON WHETHER OR NOT THE PRESIDENT SHOULD CONTINUE IN OFFICE WHEREAS, the Batasang Bayan in its Fourth Special Session adopted Resolution No. 19 on October 30, 1977, as follows: "WHEREAS, under the 1973 Constitution the incumbent President as Head of Government and Chief of State at the time of its ratification is vested with extraordinary powers during the transition period and can continue as incumbent President even after the interim Batasang Pambansa is organized and ready to discharge its functions; "WHEREAS, President Ferdinand E. Marcos as incumbent President has repeatedly and resoundingly received the direct and decisive mandate from the people to continue in office, thus: "a. On January 17, 1973 the people overwhelmingly ratified the 1973 Constitution which provides in Article XVII, Section 3(1) (Transitory Provisions) that the incumbent President shall continue to exercise his powers and prerogatives under the 1935 Constitution and the powers vested in the President and the Prime Minister under the 1973...
