- The election for the office of mayor of the municipality of La Paz, Province of Leyte, held on November 13, 1951, resulted in a failure to elect due to the ineligibility of the person receiving the highest number of votes and proclaimed as mayor. (Preamble)
- A special election is called in the municipality of La Paz, Province of Leyte, to take place on Tuesday, December 29, 1953, for the purpose of electing the mayor to fill the unexpired portion of the term of office of mayor of said municipality. (Section 1)
- The provisions of the Revised Election Code, insofar as they are applicable, shall be followed in the conduct of the special election. (Section 2)

MALACAÑANGManila BY THE PRESIDENT OF THE PHILIPPINES Proclamation No. 425 CALLING FOR A SPECIAL ELECTION TO FILL THE EXISTING VACANCY IN THE OFFICE OF MAYOR, MUNICIPALITY OF LA PAZ, PROVINCE OF LEYTE. Whereas, the election for the office of mayor of the municipality of La Paz, Province of Leyte, held on November 13, 1951, resulted in a failure to elect, the person receiving the highest number of votes for said office during the said election and proclaimed as mayor having been declared ineligible to hold the said office. Now, therefore, by virtue of the authority conferred upon me by section 22 of Republic Act No. 180, known as the Revised Election Code, in relation to section 21(c) of the same code, I, Elpidio Quirino, President of the Philippines, do hereby proclaim and call a special election in the municipality of La Paz, Province of Leyte, to take place on Tuesday, the twenty-ninth day of December, nineteen hundred and fifty-three, for the purpose of electing the mayor who is still to fill the unexpired portion of...
