- The President of the Philippines, Manuel L. Quezon, calls the National Assembly into a special session commencing on Friday, November 22, 1935, at 10:00 AM. (Article VI, section three, paragraph three of the Constitution)
- The purpose of the special session is:
- To consider and approve measures recommended by the President.
- To consider and approve general legislation deemed conducive to the welfare of the people of the Philippines.
- This special session is necessary and expedient for the proper functioning of the Government in light of the new national policies as proclaimed in the Constitution, following the inauguration of the Commonwealth of the Philippines.

CALLING THE NATIONAL ASSEMBLY TO SPECIAL SESSION BEGINNING NOVEMBER 22, 1935
Whereas, with the inauguration of the Commonwealth of the Philippines it becomes necessary and expedient to have the National Assembly sit in special session for the consideration of such measures as may be necessary and convenient for the proper functioning of the Government in the light of the new national policies as proclaimed in the Constitution;
Now, therefore, pursuant to the provisions of Article VI, section three, paragraph three of the Constitution, I, Manuel L. Quezon, President of the Philippines, hereby call the National Assembly into a special session commencing on Friday, November twenty-second, nineteen hundred and thirty-five, at ten oclock in the forenoon, for the purpose of considering and approving such measures as may be recommended by the President and such other general legislation as may be deemed conducive to the welfare of the people of the Philippines.
