Registration Process
- In cities, municipalities, and municipal districts, municipal secretaries are designated as registering officers, supervised by municipal presidents. (Section 6)
- In outlying barrios, municipal councils shall designate government officers or employees as deputy registering officers. (Section 6)
- In Manila and Baguio, chiefs of police shall designate responsible officers as registering officers and deputy registering officers. (Section 6)
- A military register shall be maintained as a permanent record in each city, municipality, or municipal district. (Section 7)
- Registrants' names shall be entered serially in the military register. (Section 8)
- Registrants shall provide information such as name, address, date and place of birth, civil status, dependents, employment, educational attainments, service branch preference, and place of service preference. (Section 9)
- Registrants shall be issued a registration card with a serial number corresponding to their entry in the military register. (Section 10)
- Changes of address must be promptly reported to the registering officer for updating the military register and registration card. (Section 11)
Reporting and Supervision
- After registration, copies of the number and description of registrants shall be forwarded to the acceptance board, provincial military commander, and Provost Marshal General. (Section 12)
- District and provincial military commanders or their assistants shall supervise the recruitment, have access to registration records, provide instructions, and report irregularities to the Provost Marshal General. (Section 13)
- Detailed instructions on registration, examination, classification, and selection of trainees are prescribed in the Military Service Regulations. (Section 14)
- Registration cards shall be carefully preserved by registrants as a certificate of fulfilling their first military obligation to the State. (Section 15)

Proclamation No. 23
CALLING UPON ALL YOUNG MEN, CITIZENS OF THE PHILIPPINES, WHO SHALL ATTAIN THE AGE OF 20 YEARS IN THE CALENDAR YEAR 1936 AND SUCCEEDING YEARS, TO REGISTER FOR MILITARY INSTRUCTION.
I, Manuel L. Quezon, President of the Philippines, by virtue of the power conferred upon me by sections fifty-four and fifty-five of Commonwealth Act Numbered One, entitled "The National Defense Act," do hereby call upon all young men, citizens of the Philippines, who shall attain the age of twenty years during the calendar year nineteen hundred and thirty-six, and succeeding years, to register for military instruction in the city, municipality, or municipal district government in which they reside.
The following rules and regulations shall be followed in the registration and selection of trainees for military service:
