Summary of the Cebu Technological University (CTU)-Toledo and Asturias Campuses ActEstablishment of Campuses
- Establishes campuses of the Cebu Technological University (CTU) in the City of Toledo and the Municipality of Asturias, Province of Cebu, known as the CTU-Toledo City Campus and the CTU-Asturias Campus, respectively. (Section 2)
Mandate and Course Offerings
- The campuses shall primarily provide short-term, technical-vocational, undergraduate, and graduate courses within their respective areas of competency and specialization, pursuant to their mandates and capabilities as determined by the Board of Regents. (Section 3)
- The courses offered shall respond to the human resources development needs of the Province of Cebu and Region VII. (Section 3)
- The campuses are also mandated to undertake research and extension services, and provide progressive leadership in these areas. (Section 3)
Campus Administration
- Each campus shall be headed by a Campus Administrator who shall render full-time service and be appointed or designated by the Board of Regents, upon the recommendation of the search committee and the President of the CTU, subject to the guidelines, qualifications, and standards set by the Board. (Section 4)
Compliance with CHED Requirements
- The CTU shall ensure that the minimum requirements of the Commission on Higher Education (CHED) for the operation of the CTU-Toledo City Campus and the CTU-Asturias Campus, including those related to their course offerings, are fully complied with. (Section 5)
Assets, Personnel, and Land
- All assets, real and personal, personnel, records, liabilities, and obligations of the campuses shall be titled or named under the CTU. (Section 6)
- The positions, rights, and security of tenure of faculty members and personnel employed under existing laws prior to the integration to the CTU shall be respected. (Section 6)
- All parcels of land belonging to the government occupied by the campuses shall be titled or named under the CTU. If the campus or the CTU ceases to exist or is abolished, or if the land is no longer needed, it shall revert to the concerned local government unit or the Republic of the Philippines. (Section 6)
Applicability of Laws
- The provisions of Republic Act No. 8292, known as the "Higher Education Modernization Act of 1997," shall form part of this Act. (Section 7)
- All other powers, functions, privileges, responsibilities, and limitations to the CTU and its officials under existing laws shall be deemed granted to or imposed upon the CTU and its officials, whenever appropriate. (Section 8)
Appropriations
- The amount necessary to carry out the provisions of this Act shall be included in the annual General Appropriations Act. (Section 9)
Separability Clause
- If any part or provision of this Act is declared invalid or unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect. (Section 10)
Repealing Clause
- Republic Act No. 9744 and all other laws, presidential decrees, executive orders, rules and regulations contrary to or inconsistent with the provisions of this Act are amended, repealed or modified accordingly. (Section 11)
Effectivity
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation. (Section 12)

AN ACT ESTABLISHING CAMPUSES OF THE CEBU TECHNOLOGICAL UNIVERSITY IN THE CITY OF TOLEDO AND IN THE MUNICIPALITY OF ASTURIAS, PROVINCE OF CEBU, TO BE KNOWN RESPECTIVELY AS THE CEBU TECHNOLOGICAL UNIVERSITY-TOLEDO CITY CAMPUS AND THE CEBU TECHNOLOGICAL UNIVERSITY-ASTURIAS CAMPUS, AND APPROPRIATING FUNDS THEREFOR
SECTION 1. This Act shall be known as the "Cebu Technological University (CTU)-Toledo and Asturias Campuses Act." CAIHTE
SECTION 2. There are hereby established campuses of the CTU in the City of Toledo and in the Municipality of Asturias, Province of Cebu, to be known respectively as the CTU-Toledo City Campus and the CTU-Asturias Campus.
