- The production of fiberglass insulating materials in the Philippines is certified as a preferred pioneer industry. (Section 1)
- It shall be entitled to post-operative tariff protection by increasing the tariff rates on imported glass wool and mineral wool insulating products similar to those produced by ACI FIBERGLASS (PHILS.) INC., a BOI registered pioneer enterprise. (Section 1)
Tariff Rates on Imported Insulating Materials
- Tariff Heading No. 68.07 (Slag wool, rock wool, and similar mineral materials):
- Panels and Boards made of Mineral Wool: 40% ad valorem in 1983-1985, 30% in 1986, 20% in 1987 and onwards. (Section 2)
- Others: 20% ad valorem from 1983 onwards. (Section 2)
- Tariff Heading No. 70.2 (Glass fibre, yarns, fabrics, and articles):
- Glass fibre (including wool): 30% ad valorem. (Section 2)
- Others: 40% ad valorem. (Section 2)
- Glass Fibre: 30% ad valorem from 1983 onwards. (Section 2)
- Glass Wool and Products: 40% ad valorem in 1983-1985, 30% in 1986, 40% in 1987 and onwards. (Section 2)
- Others: 40% ad valorem from 1983 onwards. (Section 2)
Unwarranted Price Increase
- Any unwarranted increase in the prices of local products benefited by these tariff changes shall constitute grounds for the revision of the tariff rates. (Section 3)
- The Board of Investments shall make proper representations with the Tariff Commission for appropriate action in accordance with Section 401 of the Tariff and Customs Code. (Section 3)
Repealing Clause
- All Orders, Rules and Regulations or parts thereof inconsistent with the provisions of this order are hereby repealed. (Section 4)

EXECUTIVE ORDER NO. 833 October 4, 1982
CERTIFYING THAT THE PRODUCTION OF FIBERGLASS INSULATION MATERIALS, AS A PREFERRED PIONEER INDUSTRY, SHALL BE ENTITLED TO POST-OPERATIVE TARIFF PROTECTION
Pursuant to the power vested in me by Article 46(d) of Presidential Decree No. 1789, otherwise known as the "Omnibus Investment Code," I FERDINAND E. MARCOS, President of the Philippines, upon the recommendation of the Board of Investments (BOI), do hereby certify, direct and order:
Sec. 1. The production in the Philippines of fiberglass insulating materials, as a preferred pioneer industry, shall be entitled to post-operative tariff protection by increasing the tariff rates of imported glass wool and mineral wool insulating products which are similar to those being manufactured or produced by ACI FIBERGLASS (PHILS.) INC., a BOI registered pioneer enterprise operating on a commercial scale.
Sec. 2. The articles specifically listed hereunder as classified under Section 104 of Presidential Decree No. 1464, as amended, shall pay the following rates of import duty.
