National Reconciliation and Development Program (Section 2):

National Reconciliation and Development Council (Sections 3-4):
- Created to coordinate the National Reconciliation and Development Program.
- Composed of various government ministers and officials.
- Powers and functions include:
- Formulate a comprehensive program for national reconciliation and development. (Section 4a)
- Formulate policies and guidelines for the program. (Section 4b)
- Deputize government entities and officials as necessary. (Section 4c)
- Encourage participation of non-government organizations and the private sector. (Section 4d)
- Identify additional sources of technical and financial assistance. (Section 4e)
- Monitor and evaluate the progress of the program. (Section 4f)
Consultative Council (Section 5):
- Composed of other government ministries/agencies and non-government organizations involved in implementing the Philippine Development Plan.
- Assists the National Reconciliation and Development Council in implementing the program.
- Regional, provincial, and municipal development councils serve as consultative bodies at their respective levels.
Secretariat (Section 6):
- A Secretariat shall be created by the National Reconciliation and Development Council at the national level.
Regional Implementation and Coordination (Section 7):
- Regional Reconciliation and Development Council (RRDC) created under the Regional Development Council of every region except the National Capital Region.
- Responsible for coordinating the program at the regional level.
- Composed of regional representatives of the National Reconciliation and Development Council members.
- Powers and functions include:
- Coordinate programs and projects in the regions. (Section 7a)
- Enlist support and coordinate with other ministries/agencies. (Section 7b)
- Encourage participation of non-government organizations and the private sector. (Section 7c)
- Monitor activities and render periodic reports. (Section 7d)
Provincial and Municipal Implementation and Coordination (Section 8):
- Provincial Reconciliation and Development Council (PRDC) and Municipal Reconciliation and Development Council (MRDC) responsible for implementing Reception and Processing Centers at their respective levels.
- Composed of but not limited to the Ministries of Social Services and Development, Local Government, and National Defense.
- Authorized to deputize other government entities and officials as necessary.
- Encouraged to involve non-government organizations and the private sector.
Budgetary Support (Section 9):
- The Ministry of Budget and Management is authorized to realign and/or release necessary funding support for the program.
Separability Clause (Section 10):
- Any unconstitutional portion of the Executive Order shall not nullify other portions, as long as the remaining portions can still subsist and be given effect.
Repealing Clause (Section 11):
- All laws, orders, issuances, rules, and regulations inconsistent with this Executive Order are repealed or modified accordingly.
Effectivity (Section 12):
- This Executive Order shall take effect immediately.

EXECUTIVE ORDER NO. 103 December 24, 1986
CONSTITUTING THE NATIONAL RECONCILIATION AND DEVELOPMENT PROGRAM AS A PRIORITY PROGRAM OF GOVERNMENT AND FOR THE PURPOSES
WHEREAS, the Philippine Development Plan adopted by the Government for 1987-1992 seeks achieve the board objectives of the alleviation of property, the generation of more and productive employment, the promotion of social justice, and the attainment of sustainable economic growth mainly through a labor-based rural-oriented strategy;
WHEREAS, the nation is on the threshold of a new era characterized by a stronger bond among brother Filipino as one nation;
WHEREAS, the Government national reconciliation efforts have made it necessary to consolidate and refocus all support mechanism required to make such efforts fruitful;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, do hereby order:
Sec. 1. Declaration of Policy. It is hereby declared the policy of the State to support individuals and families toward a peaceful and productive community life.
