Executive Order No. 543

EXECUTIVE ORDER NO. 543 July 9, 1979

CONSTITUTING THE PRESIDENT'S CENTER FOR SPECIAL STUDIES OUT OF THE PHILIPPINE CENTER FOR ADVANCED STUDIES

WHEREAS, the Philippine Center for Advanced Studies is at present an autonomuous unit of the University of the Philippines System and is engaged in research and policy studies, in offering degree programs in Asian Studies, Islamic Studies and Philippine Studies, and in rendering various community services and publishing scholarly works;

WHEREAS, the academic programs in the Philippine Center for Advanced Studies and those of other units of the University of the Philippines are best administered by a single Governing Board;

WHEREAS, the Government and in particular the Office of the President requires specialized and competent staff in research and policy studies;

WHEREAS, the President is empowered by P.D. No. 1416 to conduct the continuing reorganization of Government;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby Order:

Constituting the President's Center for Special Studies out of the Philippine Center for Advanced Studies

- Creation of the President's Center for Special Studies (Sec. 1)
    - Formed out of the research and policy studies group of the Philippine Center for Advanced Studies (PCAS).

- Objectives of the Center (Sec. 2)
    - Conduct policy research and development studies for the Office of the President.
    - Perform surveys, research programs, and investigations as assigned by the President or on its own initiative.

- Organization of the Center (Sec. 3)
    - Part of the Office of the President, headed by a Special Assistant for Special Studies as Executive Director.
    - Staff initially consists of faculty, researchers, administrators, and support staff from PCAS appointed by the Executive Director.
    - Organization and staffing pattern to be approved per civil service, budget, and compensation laws and regulations.

- Abolition of the Philippine Center for Advanced Studies (Sec. 4)
    - PCAS is abolished, and its academic programs are transferred to the University of the Philippines System.
    - The University of the Philippines Board of Regents may continue, abolish, modify, or absorb PCAS programs not transferred to the Center.
    - The Institute of Islamic Studies shall be a separate unit of the University of the Philippines System.
    - The University of the Philippines is not obliged to absorb all PCAS personnel not employed by the Center, who shall be entitled to retirement and termination benefits.

- Transfer of Properties and Obligations (Sec. 5)
    - All property, records, equipment, and obligations of PCAS shall be transferred to the Center, except library and academic materials which shall be transferred to the University of the Philippines for the Institute of Islamic Studies.
    - The PCAS building in the University of the Philippines Quezon City Campus shall be transferred to the University of the Philippines for the Institute of Islamic Studies, but the Center may continue to occupy portions until it transfers to permanent quarters.

- Transfer of Appropriations (Sec. 6)
    - PCAS appropriations for policy studies and research shall be transferred to the Center.
    - Appropriations supporting academic programs shall be transferred to the University of the Philippines.

- Part-Time Staff (Sec. 7)
    - The Center may conduct work through full-time or part-time staff, or on contract with qualified groups, individuals, or institutions on a project or retainer basis, safeguarding data integrity, methodology, recommendations, and analysis.
    - The Center may obtain services of personnel from other government agencies, including government-owned or controlled corporations and state universities and colleges, and compensate them with honoraria or other emoluments, subject to rules on additional compensation.
    - Government retirees employed by the Center shall not be required to reimburse or have their gratuity suspended or reduced due to their employment with the Center.

- Effectivity (Sec. 8)
    - This Order shall take effect immediately.
